The Office of Community Engagement is seeking a dynamic Community Engagement Communications Specialist VII to drive effective internal communication, change management, and stakeholder engagement within the office. Reporting directly to the Community Engagement Director, this role will be instrumental in developing and implementing internal change management strategies, creating and overseeing communication content, managing legislative coordination, and promoting continuous improvement and marketing initiatives. In this role, you will work with passion and purpose, driving transformative change within our community. The Community Engagement programs educate and empower individuals to overcome poverty through economic self-reliance, housing stability, and educational advancement. By collaborating with partners, you will provide opportunities for Texans to achieve personal and professional growth, ensuring a brighter future for themselves and their communities.

Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
EJF1: Strategic Communication and Stakeholder Engagement (30%)
Develop and implement change management strategies that effectively engage staff and align with the office’s strategic initiatives. Ensure that all internal communications reflect the goals and policies of the Community Engagement (CE) section. Represent the CE section at meetings, conferences, and committees, acting as a liaison with various stakeholders to foster strong relationships and ensure clear communication. Coordinate and maintain the internal SharePoint site to ensure that all staff members have easy access to up-to-date documents and resources.
EJF2: Content Development and Reporting Oversight (25%)
Oversee the development and delivery of internal communication products such as messages, fact sheets, presentations, and reports, ensuring that they meet the CE section’s objectives. Apply the HHS style guide consistently across all documents and reports to maintain clarity, professionalism, and adherence to agency standards.
Review and edit reports, focusing on clarity, effectiveness, and the accurate presentation of information.
Utilize data visualization techniques to enhance the impact and accessibility of communications and reports.
EJF3: Legislative Coordination and Communications (15%)
Manage inquiries, complaints, and information requests from stakeholders, including federal, state, and local agencies, ensuring timely and accurate responses.
Coordinate and oversee legislative tasks and projects, including the preparation, review, and submission of legislative reports, briefings, and presentations.
Collaborate with internal and external partners to ensure that legislative communications are consistent with CE goals and regulatory requirements.
EJF4: Marketing, Partner Communications, and Continuous Improvement (20%)
Develop and deliver presentations and marketing materials to promote CE programs and initiatives to external partners and the public.
Implement targeted marketing strategies to increase program visibility, partner engagement, and recruitment efforts.
Manage partner communications to ensure effective collaboration, engagement, and support for CE programs.
Identify opportunities for program improvement and innovation, working with team members to implement changes that enhance program effectiveness and efficiency.
EJF5: Project Coordination and Leadership (10%)
Supervise staff and interns assigned to special projects, providing guidance, mentorship, and feedback to ensure alignment with the office's strategic objectives.
Lead project teams through the planning, implementation, and evaluation phases, ensuring that project goals are met within established timelines.
Assist in the development of project plans, timelines, and deliverables, ensuring that all project activities align with the broader goals of the CE section.
