Summary

OIG is responsible for preventing and detecting fraud, waste, abuse, and violations of law, and for promoting economy, efficiency, and effectiveness of USAID programs. OIG provides oversight of the U. S. African Development Foundation (USADF), the Inter-American Foundation (IAF), and Millennium Challenge Corporation (MCC).

Duties

The Deputy Assistant Inspector General for Audit (DAIG/A) reports to the Assistant Inspector General for Audits, Inspections, and Evaluations (AIG/AI&E).

In consultation with the AIG/AI&E, guides the functional development and implementation of the Agency's financial, performance, and information technology audit activities, the direction and coordination of operational work planning, the implementation of the work plan, quality control of operations, the review and appraisal of reports, the coordination and review of responses to GAO reports, and follow-up actions, as necessary, both in headquarters and overseas. Directs performance, financial, and/or information technology audits and reviews of USAID, MCC, IAF and ADF. Determines long- and short-range plans to attain Audit goals, and resources and allocations required to meet operational and emergency needs. Develops audit program emphasis and operating guidelines, directs the development of annual work plan; assures timely and technically sound audits. Consults with managers on operating problems and arranges for special studies to identify causes and required corrective actions. Participates in the review of existing and proposed legislation and regulations impacting the Agency and the prevention and detection of fraud and abuse in such programs and operations. Develops and recommends organizational changes to improve audit operations, including revisions of basic structure, allocation of resources, and key subordinate positions. Reviews sensitive audit reports and related correspondence, addressed to the Administrator and/or Inspector General. Monitors and analyzes results of audit by regions and program audit managers, and develops status reports. Acts for the AIG/AI&E when requested in cooperation with other government agencies on all audit matters. Exercises supervisory responsibilities.
