Summary

The Office of the Legal Adviser (L) provides legal advice and services to the Secretary of State, Department offices, diplomatic and consular posts abroad, as well as other U.S. government agencies on all legal matters, domestic and international, arising in the course of the Department's activities. The incumbent of this position will serve as Deputy Assistant Legal Adviser (ALA) for Consular Affairs-Visas and reports directly to L's ALA for Consular Affairs.



Duties

The Deputy ALA for Consular Affairs-Visas (L/CA/V) provides legal advice and services specifically related to the issuance and denial of visas as well as overseeing thousands of pending visa-related legal cases; and participates with the Assistant Legal Adviser, principals of client bureaus, and other ranking policy officers in the U.S. Government in overall policy formulation and program planning as well as in the consideration and development of basic policies.

Responsibilities of the Deputy Assistant Legal Adviser (L/CA/V) include but are not limited to the following:

  • Maintain liaison with the CA Deputy Assistant Secretary who oversees the Visa Office and other senior Official in the Bureau of Consular Affairs responsible for visa matters to ensure their needs for legal advice are met as it relates visa issues. Serve as a point of contact within the interagency on visa-related matters, especially with the Department of Justice's Office of Immigration Litigation and DHS's Office of General Counsel.

  • Represent the Office of the Legal Adviser and the Department at intra-departmental, interagency, and international meetings and conferences. Provide legal services to principals of the client bureaus in connection with Congressional hearings, and testifies, as appropriate, for the Department at Congressional hearings. Answer inquiries from Congress and the press.

  • Direct the work of over 40 other attorneys and support staff under his/her supervision. Review written work products as necessary to ensure that accurate and timely advice is rendered. Consider long-range implications of new information techniques as they affect the Department's visa-related legal programs.
