Position Summary & Responsibilities

Position Summary:

The Eligibility Supervisor (K0240117) Provides direct supervision of a unit of eligibility workers responsible for completing eligibility determinations for all Kansas Medical Assistance programs with an emphasis in the Elderly and Disabled programs. Determinations must be completed in a timely and accurate manner. This is accomplished by analyzing, interpreting, and applying complex policies and regulations to the customer’s situation and reviewing preliminary work completed by the KanCare contractor. Directly supervise the work of the unit and provides support and coverage by completing the eligibility determination when applicable policy is complex or by working with contracted staff when preliminary processing needs correction. This position resolves all new, unusual, or complex determinations which are elevated by subordinates. Reviews management reports and provides weekly activity summary reports to state and contractor management staff.

Analyzes the implications of policy and procedural decisions and provides input regarding the impact on customers, staff and the operation of medical programs using knowledge of state eligibility processes. Exercises independent judgement to coordinate and advise on work processes, interpret guidelines or instructions. Elicit opinions, resolve conflicts, or give guidance. Recommend corrections actions and monitors implementation. Works closely with KDHE program staff regarding new program and process development and implementation.

Job Responsibilities may include but are not limited to the following:

Develop a positive working relationship with KanCare eligibility contract staff and the KDHE Out-stationed Workers in order to assist customers in accessing appropriate services. Represents the agency to the contractor and uses a non-judgmental attitude, communication skills and a working understanding of human behavior to establish an atmosphere in which mutual goals are achieved and positive working relationships are maintained. Act as a resource to the KanCare Eligibility contractor. This may include one-on-one assistance with the screening of medical applications and reviews in addition to medical eligibility determinations.

Qualifications

Education : High School, GED Licensing & Certification: Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State. Minimum Qualifications: Four years of experience interviewing, investigating, compiling information, documenting decisions, interpreting guidelines and/or providing technical assistance relevant to the agency's program. Two years of supervisory experience and post-secondary education may be substituted for experience as determined relevant by the agency. Preferred Qualifications: Bachelor’s Degree Word, Excel, PowerPoint, Access Proofreading, editing, attention to detail Analytical skills Ability to manage large workloads Ability to communicate instructions clearly Ability to gather relevant information Ability to communicate with different audiences Experience with eligibility determination for Medicaid and other medical programs Experience interviewing, investigating, compiling information, documenting decisions
