The Texas Health and Human Services Commission (HHSC) Medicaid and CHIP Services (MCS) department seeks two highly qualified candidates to fill two Manager V positions. The positions hired under this requisition include:
1.Long-Term Services and Supports (LTSS) Program Policy Manager.
2.Ancillary Medicaid Services and Behavioral Health (BH) Program Policy Manager.

Both positions are selected by and will report to the Director of Program Policy within the MCS Office of Policy. Each manager will perform highly advanced (senior level) managerial work overseeing program policy development and implementation activities; leading the team’s implementation of key legislative and other initiatives; supervising program policy subject matter experts; and interacting with external stakeholders, including advocates, contracted providers, and professional associations, to address program improvement initiatives ranging in scope and complexity. These managers will develop and maintain sufficient knowledge in the topics handled by their respective teams to support and manage their day-to-day work. Management will include assessing the strengths and needs of the staff on their teams and approaching supervision in a way that maximizes those strengths and facilitates growth and improvement.
The Ancillary Medicaid Services and BH Program Policy Manager will oversee staff responsible for developing and implementing policy for Medicaid services including behavioral health (mental health and substance use) services, nonemergency medical transportation, hospice, and community-based intermediate care facilities for individuals with an intellectual disability or related conditions. The position will also oversee subject matter experts in Medicaid topics such as employment for individuals with disabilities, appeals and fair hearings policy, coordination of benefits, and Health Insurance Premium Payment (HIPP) program.
The LTSS Policy Manager oversees rule and policy development and implementation for (c) Medicaid waivers serving individuals with intellectual and developmental disabilities and children with complex medical needs. The position also oversees the development of policy governing fee-for-service Medicaid state plan and Title XX long-term care programs designed to serve individuals in the community who have physical disabilities or are elderly.
Both positions plan, assign, train, and supervise the work of staff; develop, evaluate, and improve processes for achieving established policy development, program management, and project management goals; supervise and provide guidance to staff; and work with staff and management to resolve issues impacting Medicaid waiver and state plan programs.
These positions must communicate effectively, both verbally and in writing; work under the minimal supervision of the Director and have extensive latitude for the use of initiative and independent judgment; possess strong organizational and critical thinking skills; attend work on a regular and predictable schedule in accordance with agency leave policy; and perform other duties as assigned.
This position will allow for constant learning opportunities and a chance to impact the healthcare and support services provided to individuals receiving Medicaid in Texas. The Program Policy unit offers a collaborative and supportive working environment.
Essential Job Functions:
(30%) Provides strategic oversight, workload planning and monitoring, program development direction, and proactively mitigates key operational issues for team members. Keeps Director informed of activities and emerging issues. Identifies areas of needed change and makes recommendations to improve operations.
(20%) Hires, trains, mentors, and supervises a team of professional staff. Motivates staff through clear, positive, and constructive feedback and communications relating to expectations and performance. Assists staff in constructively dealing with change, as appropriate. Monitors performance and establishes corrective action plans for improvements.
(30%) Convenes and facilitates groups and committees of internal and external stakeholders, including coordinating with senior management and staff across areas and agencies within HHSC and involving external organizations to resolve problems and discuss program effectiveness. Provides or facilitates prompt and accurate verbal and written communication with external stakeholders, including advocates, providers, individuals receiving Medicaid services, provider associations, the Centers for Medicare and Medicaid Services, and the Legislature. Assists staff with negotiations and problem-solving in response to external stakeholder concerns.
(15%) Oversees completion of legislative activities including, bill analyses; development of legislative reports; materials for legislative hearings, implementation of legislative projects, and other legislative activities as assigned.
(5%) Performs other duties, as assigned
Knowledge Skills Abilities:
Knowledge of federal and state laws interpretation, regulations, and policies governing Medicaid waiver and state plan programs and key topics such as behavioral health or services for individuals with intellectual and developmental disabilities.
Skill in developing and evaluating rules, policies, and procedures.
Skill in planning, implementing, and coordinating HHS agency programs or projects.
Skill in facilitating meetings and ensuring that participants meet their deadlines and deliverables.
