The position (K0228074)

The Kansas Department of Health and Environment has an Environmental Specialist Supervisor opening in Topeka. This is a Unit Chief position for the Bureau of Water, Policy, Planning and Standards Unit. The unit is responsible for development and revision of surface water quality standards for Kansas waters, developing Total Maximum Daily Loads (TMDLs) to restore water quality of specific Kansas streams and lakes, revising the 303(d) impaired water list, and overseeing the analysis of biological, chemical, and hydrologic characteristics for Kansas streams and lakes with surrounding land and water uses.

Job responsibilities may include but are not limited to the following: This position supervises two TMDL developer positions, one water quality standards coordinator position, and one National Pollutant Discharge Elimination System (NPDES) Certification position. This position plans, organizes and directs water quality regulatory activities, negotiates proposed changes to standards with the U.S. EPA, collaborates with other units to prepare the impaired water list, and oversees interpretation of TMDLs and water quality standards.

Job Responsibilities may include but are not limited to the following:

Directs the triennial review process for revising surface water quality standards (WQS) for Kansas waters, including technical and economic analysis of recommended criteria to support designated uses, preparation of regulations to implement surface water quality standards as law, and participation and consideration of public input on the standards and collaboration with the US Environmental Protection Agency to adopt newly drafted water quality standards. Supervises and reviews staff documents and materials prepared in support of revising current Kansas Surface Water Quality Standards. Negotiates proposed changes to standards with U.S. EPA and resolves disagreements involving water quality standards development.

Directs the statewide Total Maximum Daily Load (TMDL) program, pursuant to the Clean Water Act, developing strategic documents to restore water quality of specific Kansas streams and lakes through allocation of pollutant loads and assignment of corrective actions to sources of pollution in specific watersheds. Oversees analysis of the water quality of the water and its biological, chemical and hydrologic characteristics and links current and desired conditions to the surrounding land and water uses. Collaborates in the process to prepare the biennial list of water quality impaired waters requiring the establishment of TMDLs. Reviews and approves final draft TMDL documents and supporting analyses prepared by the Watershed Planning Section before submitting those documents to EPA for approval. Reviews all data analyses and water quality interpretations conducted by staff within the section, under established quality control protocols, prior to delivery to EPA.

Qualifications

Education : Bachelor's degree in environmental, agricultural or natural sciences/resources. Licensing & Certification: Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State. Minimum Qualifications: Bachelor's degree in environmental, agricultural or natural sciences/resources. Three years of experience in a field of environmental/agricultural sciences or natural sciences/resources. Preferred Qualifications: Master’s degree in environmental studies, biological science, hydrology or environmental/natural resource planning. Experience with program management. Experience working with municipalities/industry on point source pollution. Experience working with local watershed stakeholders addressing nonpoint sources of pollution. Experience working with water resources, data evaluation, technical writing and supervising employee. Knowledge of statistical analysis of environmental data, biological indicators of water quality. Knowledge of scientific principles and practices of watershed management for reducing pollutant load. Good oral and written communication skills. Database management.
