Job Description:
Director I
Performs advanced (senior-level) managerial work providing direction and guidance in strategic
operations and planning for the Department of Family and Protective Services. Work involves
establishing the strategic plan and goals and objectives; developing policies, procedures, and
guidelines; establishing priorities, standards, and measurement tools for determining progress in
meeting goals; coordinating and evaluating program activities or business functions; and reviewing and
approving budgets within departments or divisions. Supervises the work of others. Works under minimal
supervision, with extensive latitude for the use of initiative and independent judgment.

Essential Job Functions:
Directs program activities and/or business functions within a department or division.
•Directs the development, delivery, and support of training functions for DFPS.
•Directs division training operations in partnership with internal and external stakeholders.
•Directs short-term and long-term goals and objectives of the training division.

Develops and implements techniques for evaluating program activities and/or business functions within a department or division; and identifies need for changes.
•Oversees all activities and functions that must be accomplished to maintain a desired level of excellence.
•Analyzes, designs, develops, implements and evaluates performance measures relative to quality management of training.
•Develops standards to measure the quality of development, delivery and support products and services.
•Utilizes data to make informed decisions and recommendations for continuous quality improvement.

Develops and establishes goals and objectives consistent with the agency’s strategic plan.
•Establishes goals and objectives in accordance with DFPS’s Strategic Plan.
•Establishes goals and objectives in accordance with industry standards with an emphasis on innovation.
•Establishes goals and objectives in accordance with resources and makes recommendations for resourcing through Legislative Appropriations Requests (LARs), efficiencies within the division and other solutions.

Develops, reviews, and approves budgets and major expenditures; and ensures that requirements of funding sources are met.
•Develops, reviews, and approves budgetary expenses for training division in accordance with operational business.
•Conducts research, develops cost estimates and proposals when recommending new solutions related to the development, delivery, and support of training.
•Consults with DFPS Finance to account for short and long-term budgetary impacts.

Develops policies, procedures, and guidelines; and implements and monitors compliance.
•Develops policies and the resulting processes.
•Applies principles of Continuous Quality Improvement to identify solutions for poorly functioning processes.
•Oversees the implementation of corrective actions to improve process performance and evaluates the outcome.
•Ensures that the delivery of all client requested services and products are assigned to a specific work breakdown structure.
•Monitors dashboards to create quarterly reports to communicate organizational performance to stakeholders (e.g. executive management, legislature, and public officials).
•Provides job duties here that supports this SAO Essential Job Function.

Plans, develops, and approves schedules, priorities, and standards for achieving goals; and
directs evaluation activities.
•Provides direction and support for direct reports through establishing priorities to enable them to allocate resources to the most important deliverables.
•Trains direct reports to negotiate effectively with stakeholders to resolve conflicting priorities by creating communications that explain the limits of resources and options for allocation adjustments that will meet the client’s needs
•Develops training governance reports to establish fiscal year schedules

Represents the agency at business meetings, hearings, trials, legislative sessions, conferences,
and seminars or on boards, panels, and committees.
•Represents the training organization at business meetings, hearings, trials, legislative sessions, conferences, and seminars or on boards, panels, and committees.
•Will create written products that are concise, well organized, and are written in plain language so that anyone can understand them.
•Will make oral presentations that are concise, well organized and are delivered in plain language so that anyone can understand them.
•Trains direct reports how to effectively communicate with audiences of varying levels of familiarity with the organization.
Reviews and approves management, productivity, and financial reports and studies.
•Reviews and approves evaluations, management, productivity and financial reports and studies associated with training or agency initiatives.
•Makes recommendations on findings.

Reviews results of special investigations, internal audits, research studies, forecasts, and
modeling exercises to provide direction and guidance.

•Develops action plans in alignment with results.

May develop or assist with developing long-range and short-term plans.
•Assists the department Director in the development of long-range and short-term plans for the organization.
•Proposes long-range and short-term plans for the division.

Supervises the work of others.
•Defines essential job functions to ensure all staff are appropriately classified.
•Trains direct reports in principles of Continuous Quality Improvement, Project Management, and Communications to ensure they can fulfill their essential job functions.
•Evaluates staff performance and provides ongoing corrective feedback as necessary. Has extensive independence to hire, terminate, or reassign staff as necessary to ensure the peak performance of the organization.
•Has authority to approve leave to ensure adequate coverage and compliance with human resources standards and policy.
•Communicating organizational performance to audiences of varying knowledge of the organization

Knowledge Skills Abilities:
Knowledge of local, state, and federal laws and regulations relevant to program activities and/or
business functions; and the principles and practices of public administration and management.
