Director of Enterprise Procurement

Job Description:
The Director of Enterprise Procurement role at OSJL leads and oversees the procurement of non-retail goods and services across various departments, including, but not limited to, stores, distribution centers, corporate offices, technology, real estate, and property development teams. This role is pivotal in developing and executing procurement strategies that align with the Company's business objectives, optimizing procurement processes, reducing costs, optimizing inventory investment, and ensuring a reliable supply chain. All procurement associates from these departments will have a dotted-line relationship with the Director.
Key Responsibilities:
- Develop and Implement Procurement Strategies and Best Practices:
- Create and execute procurement strategies that directly support the Company's overall objectives.
- Implement efficient bidding procedures, negotiate favorable terms with suppliers, and maximize the effectiveness of merchant card payments.
- Foster strong relationships with buyers to consolidate purchasing and achieve better pricing and terms.
- Whenever feasible, source goods and services from the company's own inventory, affiliated businesses and its vendor partners.
- Lead Procurement Teams: Manage and mentor a team of procurement professionals, providing leadership and support to achieve departmental and organizational goals.
- Negotiate Contracts: Establish enterprise-wide negotiation and bid process resulting in favorable terms and conditions with suppliers to secure cost savings and ensure quality and service levels.
- Manage Supplier Relationships: Cultivate and maintain strong relationships with suppliers to ensure a reliable and efficient supply chain, and drive supplier consolidation and cost reductions across the enterprise.
- Identify Cost-Saving Opportunities: Continuously seek and implement strategies to reduce procurement costs through anticipating renewal timeframes, strategic sourcing, process improvements, and efficient supplier management.
- Risk Management: Develop and implement risk mitigation strategies to minimize potential disruptions to the supply chain.
- Compliance: Ensure all procurement activities comply with relevant laws, regulations, and Company policies.
- Technology Implementation: Assess and integrate procurement technology solutions to enhance efficiency, data-based decision-making, and transparency.
- Performance Measurement: Establish and monitor key performance indicators (KPIs) to evaluate the effectiveness of procurement activities and track progress toward strategic objectives.
- Short-Term Objectives:
- Understand current procurement processes across functional areas.
- Provide consultancy and guidelines for inventory management and reorder best practices.
- Present recommendations for process improvements to enhance efficiency.
- Collaboration with the Chief Accounting Officer and procurement system leads to develop a roadmap for a centralized or hybrid procurement model.
- Evaluate and recommend changes regarding the structure of the existing procurement team and systems.
- Long-Term Objectives:
- Develop and implement comprehensive policies and procedures for all procurement activities, including bid proposals, contract management, and invoice processing.
- Gain expertise in the Company's existing procurement systems and evaluate future needs.
- Build and present monthly reports to leadership to monitor procurement performance and spending.
- Manage the Company's supply portfolio and ensure transparency in spending.
- Leverage fixed assets across departments to reduce redundancy and costs.
- Review technical specifications for raw materials, components, and equipment, and assist with budgeting and market trend analysis.
- Investigate and manage supplier relationship management strategies to ensure robust and diversified supplier bases.
- Collaborate with department managers to give feedback on performance reviews, and provide coaching and feedback. As needed, delegate work and follow up with team members to confirm timely completion of tasks.
- Assist with hiring, coaching, and disciplinary actions for team members as well as train new team members and act as a mentor to develop new teammates.
- Advanced degree in Supply Chain Management, Business Administration, or a related field or related field OR relevant experience is required.
- Proven experience in the retail or real estate industries, as well as in managing centralized procurement processes and technology implementations is required.
- Certifications such as Certified Purchasing Professional (CPP) or Certified Supply Chain Professional (CSCP) are preferred.
- 2 or more years of supervisory experience is required.
- Work primarily in a climate controlled environment with minimal safety/health hazard potential.
- Sedentary, sitting, and frequent near vision use for reading and computer use.
- Travel and work from the road approximately 10% of the time.
- Hybrid: Some work may be completed outside of the Company locations, with at least three (3) days a week in the Corporate Office. The role is responsible for setting up a professional and ergonomically safe work environment and to be available during working hours. The role may also bring their own device/s to complete all work (e.g. all computer hardware and software, including audio and video capabilities for virtual meetings; and reliable Internet connection with ability to access the Google platform for virtual meetings and applications used for work).
