GENERAL DESCRIPTION

: Perform highly-advanced (senior-level) secretarial and administrative support work for the Captain and Lieutenants of the Office of Inspector General. Work involves preparing reports, forms, memoranda, and organizing and maintaining files. Transcribe recordings of various types into various forms of correspondence. Perform general office and secretarial duties as deemed necessary and assigned. Work under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

The following Military Occupational Specialty codes are generally applicable to this position.

Applicants must fully complete the summary of experience to determine if minimum qualifications are met.

ESSENTIAL DUTIES / RESPONSIBILITIES:

Monitor, review, and evaluate statistical data in the collection, organization, analysis, and/or presentation of materials in response to requests for OIG utilized databases information and reports. Collaborate and evaluate files, record-tracking, and records management for IAPro and Blueteam. Review to determine compliance with laws, regulations, policies and procedures. Collaborate and assist with functionality (technical), quality assurance, and controls of data input. Serve as a liaison to staff, other agencies, or the general public to explain and provide technical assistance/support with functionality and requirements. Provide status reports to management and various divisions regarding data. Collaborate with program staff with collecting, editing, and reviewing charts, graphs, databases and prepare summaries/reports for leadership. Monitor compliance with policies/procedures, statutes and rules, and take corrective actions as needed; including OIG and the Department compliance for IAPro and Blueteam data extraction requests. Respond to incident and problem calls/emails and process service requests and tasks regarding IAPro and Blueteam failures or issues; including data entry, removal/deletion of data. Monitor IAPro and Blueteam (Administrator and User), assist in database access control and troubleshooting. Assist in monitoring and reviewing the interface and migration of IAPro and Blueteam software applications. Recommend to management systems technology solutions and enterprise-related hardware and software standards. Assist in providing budget recommendations for operation systems, including the supporting hardware and software maintenance for IAPro and Blueteam. Review and assist OIG leadership, IT, and vendor to resolve problems, identify training needs, and discuss IAPro and Blueteam efficiency and effectiveness. Provide an array of technical support in coordinating, researching, planning, and implementation of or training for new or revised IAPro and Blueteam. Research, develop and document operational procedures for technical support, troubleshooting, maintenance, and innovative systems administration techniques for IAPro and Blueteam. Provide assistance in answering phone calls, routing incoming calls, taking messages. As appropriate answer procedural and information questions. Monitor fraud hotline calls and messages. Maintain the confidentiality of information at all times. Transcribe recordings of various types into various forms of correspondence (to include recordable media) which may be used for legal purposes. As needed may translate into accurate written documentation interviews and other documents from Spanish to English and vice versa. Coordinate the preparation, editing and distribution of office correspondence, reports, studies, forms, and documents to include copying, binding, and distributing investigative reports. Perform general office/secretarial duties, i.e. greets visitors, employees, and complainants, distribute incoming correspondence and mail. Coordinate the procurement of supplies and office equipment. Assist with collecting investigative information. Proofread investigative and other reports for typographical and grammatical errors. Act as notary public for statements. Maintain and administer division record retention schedule; monitor the storage and disposition of records according to approved retention schedules and ensure compliance with all applicable Federal, State, and Local regulation; may make recommendations for changes or improvements affecting efficiency and productivity. Act as the liaison between various customers to coordinate and disseminate responses related to requests for various records and information maintained by OIG (including the Equal Employment Opportunity Office) under the Texas Public Information Act. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies. Perform other duties as assigned.

Qualifications

GENERAL QUALIFICATIONS and REQUIREMENTS:

Education – Graduation from a standard senior high-school or equivalent is required. 

Experience – Minimum of five (5) years’ experience performing clerical/secretarial work in an environment involving concentrated use of personal computers using word processing software is required. Two (2) years’ experience with job responsibility in transcribing documents is preferred. Bilingual in Spanish/English with the ability to translate to and from Spanish is preferred but not mandatory.

Substitution Note: Additional related education may be substituted for the experience requirement on a year-for-year basis, up to two (2) years. Note: thirty (30) semester hours is considered equivalent to one (1) year of education.

Licensure and/or Certification – Required to be certified as a Notary Public within six (6) months of employment. If driving is required, must possess a valid driver license from state of residence.

Regulatory Knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures. 

Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.

Organizational and Prioritization Skills – Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism. 

Presentation/Communication Skills – Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals.

Research and Comprehension – Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner.

Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

Technology (computers/hardware/software/operating systems) – Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook). 

Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

Travel and/or Schedule – Minimal availability for after-hour and weekend work is preferred.

**Testing is required for candidates to be considered to go before the oral interview board and will be notified via email provided on the application. Candidates must qualify on the DPS issued typing test with a minimum of forty (40) words per minute net speed.**

State of Texas Benefits and Retirement Information:

 A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
