Job Description:
The Texas Child-Centered Care (T3C) System Project Office seeks a highly qualified candidate to fill the position of T3C Data Analyst V. This position makes a significant contribution to DFPS’s mission by assisting in the development of forecasting, predicative analytics, and financial data management for the T3C System which is the new foster care delivery model in Texas.

The T3C Data Analyst V must have the ability to perform highly complex (senior-level) data collection, reporting, analysis, and research to monitor, evaluate, and increase efficiencies under the new foster care model. The position requires excellent written and verbal communication skills to effectively work with agency contractor(s) and act as a liaison across multiple program areas within DFPS, as well as with the Texas Health and Human Services Provider Finance Division. This position will be the agency’s subject matter expert in the T3c Forecast Model and will support the T3C Forecast model development by creating and overseeing, and monitoring key analytic functions relating to the future of foster care in Texas. The Data Analyst works as a valued team member as a part of the T3C Project Office and collaborates with DFPS Forecasting and Data Decision and Support Divisions on the development and continued improvement of a new forecast model for foster care in Texas. This position works under limited supervision, with moderate latitude for the use of initiative and independent judgement.
Essential Job Functions:
Serve as the lead in the development, execution, and oversight of a new forecasting model to support the T3C system. This includes developing a new tracking and reporting structure to support the T3C foster care continuum for DFPS under both the legacy and Community-based Care systems.

Work involves conducting detailed analysis of data sets, including monitoring and ensuring data quality, to be used as a part of programmatic and financial forecast reporting, quality assurance and improvement dashboards, and federal, state and legislative reports. Compiles, queries, and loads data points using SQL, SAS, SPSS, Python, and other query languages, into databases to support complex analyses.

Oversees development and develops high quality written project updates and reports; defines, develops, and implements data standards. Analyzes trends and provides input to inform policy decisions related to CPS and Community-based Care. Coordinates with others who collect, organize, analyze, and prepare materials in response to requests for information and reports specific to foster care data. Analyzes T3C and legacy foster care data using standard tools, methods, and techniques. Prepares concise, comprehensive technical reports to present and interpret data; makes recommendations on revisions to data collection methodologies. Develops software applications or programming to use for statistical modeling and graphic analysis.

Utilizes strong communication skills to explain the foster care and the T3C System to ensure successful implementation of the new foster care continuum. Consults with internal and external stakeholders. Coordinates with CPS, SSCC, and other DFPS subject matter experts to ensure accuracy of reporting tools, workflows and reporting procedures. Provides direction to other areas providing data support; may supervise the work of others.

Ensures data integrity by identifying data gaps, errors, anomalies, inconsistencies, and redundancies in the content, structure, and relationships within data; coordinates with stakeholders to improve overall quality of data. Interprets results to identify significant differences in data. Identifies and interprets data patterns and trends and assesses data quality.

Provides recommendations regarding systematic changes to improve data collection and align data infrastructure with business needs. Provides routine updates on the status of projects and initiatives.
