JOB SUMMARY:  Serves as Group Leader, District Senior Design Engineer, or Unit Manager over professional engineers performing a broad range of engineering principles and oversees complex projects. Manages the quality control process for engineering groups or District. Manages activities of the engineering group or District. Coordinates and assigns projects and project tasks among engineering group members or District to ensure on time project delivery.

JOB SPECIFIC DUTIES : Serves as a civil engineering group manager over one of six engineering teams that are responsible for developing and maintaining GDOT roadway design policy guidelines and standards. These teams are organized into the following six areas:(1) Design Policy; (2) Standards and Roadside Design; (3) Hydraulics; (4) Water Resources; (5) Lighting, and (6) Conceptual Design.

This position will manage the third group listed above.Responsible for managing a team of engineers performing a wide range of services related to hydrology and roadway hydraulics, roadway drainage systems, erosion and sediment control, pond routing, post-construction water quality (i.e., MS4) and management of GDOT’s embankment dams. This includes support of project delivery and overall compliance with federal and state regulations/permits. Responsibilities may also include providing instruction, reviewing current research and national practices, and serving as an SME in support of engineering studies and design.

Specific responsibilities may include: 

·Oversee preparation of plans and studies relating to roadway hydraulics in support of projects, existing drainage problems, and legal cases.

·Update GDOT drainage design policies and related construction standards/details where needed. Attend conferences as appropriate.

·Oversee review of plans and reports relating to roadway drainage system design, erosion and sediment control, and stream restoration.

·Assist with management of GDOT’s Dam program, including coordination with state and federal agencies.

·Maintain an up-to-date knowledge of national and state-level best practices, legislations/regulation, and research.

·Providing training related to erosion and sediment control, and roadway hydraulics.

MINIMUM QUALIFICATIONS

The selected candidate must meet the advertised minimum qualifications to include the Entry Qualifications as well as Agency Specific Qualifications.

STATE ENTRY QUALIFICATIONS:

·Bachelor's degree in civil engineering or civil engineering and technology and demonstrated experience in a lead worker or supervisory role, and a Professional Engineer (PE) License. OR

·Professional Engineering (PE) License and demonstrated experience in a lead worker or supervisory role.

AGENCY SPECIFIC QUALIFICATIONS:

·Six (6) or more years of related experience in highway/transportation engineering.

·Advanced level knowledge of project design.

·Advanced level knowledge of engineering standards and guidelines.

·Demonstrated ability to define and implement engineering solutions which address engineering deficiencies in transportation infrastructure.

·Demonstrated experience preparing clear, organized, and succinct written reports.

·Demonstrated ability to conform to shifting priorities, demands, and timelines.

·Demonstrated leadership skills, with experience motivating and guiding others toward accomplishment of team goals.

·Possess strong oral communication skills with the ability to effectively express ideas and facts to groups and individuals.

· Possesses a knowledge of the Department’s programs and plan developmentprocesses.

· Committed to providing quality customer service and building and managing effectiverelationships.

·Displays a high level of professional conduct, responsible leadership, andembodies a high standard of integrity and ethical conduct.

PREFERRED QUALIFICATIONS:

·Eight (8) or more years of related experience in highway/transportation engineering.

·Demonstrated ability to learn advanced techniques for investigating legal claims as related to engineering design of transportation infrastructure.

·Possess ability to identify and solve problems and opportunities for innovative solutions that manage and improve program effectiveness.

·Demonstrated ability to organize and direct technical work including balancing personnel resources to manage conflicting deadlines in a manner that achieves all project goals.

·Negotiates effectively with internal and external clients, including consultants, to reach a mutually acceptable solution or contract which is responsive to the interests of the Department.

·Demonstrated experience interacting effectively with management within the organization.
