Job Description:

The Wilkes-Barre Veterans Affairs Medical Center (WBVAMC) is seeking a qualified and experienced Professional Engineer (PE) to review, evaluate, update, and recertify our Spill Prevention, Control, and Countermeasure (SPCC) Plan. The successful candidate will ensure compliance with federal and state environmental regulations, specifically 40 CFR Part 112 and Pennsylvania Department of Environmental Protection (PADEP) requirements.


Responsibilities:

Conduct a thorough review and evaluation of the current SPCC Plan for the WBVAMC campus.

Perform onsite facility inspections to gather necessary data and information.

Update the SPCC Plan, including inventory and mapping of all oil-containing devices, tanks, and equipment.

Implement engineering controls, operational procedures, and administrative actions to prevent oil spills.

Limit the magnitude of potential spills and mitigate environmental damage through effective planning.

Update campus specific SPCC training materials based on the plan review and evaluation.

Conduct a Quality Assurance (QA) review of the updated SPCC Plan and associated mapping.

Certify the updated SPCC Plan with signature, official registration number, and PE seal.

Coordinate all activities with the GEMS Program Manager and other WBVAMC staff.

Submit one electronic copy of the first draft and incorporate feedback from WBVAMC staff into the final updated SPCC Plan.

Provide four hard copies and one electronic copy (PDF) of the final updated SPCC Plan.


Requirements:

Licensed Professional Engineer (PE) with a valid registration number.

Proven experience in creating, updating, and certifying Spill Prevention, Control, and Countermeasure (SPCC) Plans.

In-depth knowledge of 40 CFR Part 112 and the Clean Water Act of 1972.

Familiarity with Pennsylvania Department of Environmental Protection (PADEP) requirements.

Strong technical writing skills to produce detailed reports and plans.

Excellent communication skills for conducting interviews and presenting findings.

Ability to perform fieldwork, including facility inspections and data collection.

Compliance with privacy and data security requirements.

Completion of annual privacy training (provided by the VA).


Preferred Qualifications:

Experience with environmental engineering, civil engineering, or chemical engineering.

Previous work experience with healthcare facilities or government agencies.
