Position: Professional Engineer

Duration: 1-3 months- Consulting Opportunity

Location: Wilkes-Barre, PA (Onsite)


The Professional Engineer (PE) - Environmental Compliance Specialist will be responsible for overseeing and executing various tasks related to the update, recertification, and quality assurance of Spill Prevention, Control, and Countermeasure (SPCC) plans for the Wilkes-Barre Veterans Affairs Medical Center (VAMC) campus. The primary objective of this role is to ensure compliance with regulatory requirements and mitigate the risk of oil spills at the facility.


Key Responsibilities:


Task 1 - SPCC Update and Recertification:

- Review, evaluate, update, and recertify the SPCC plans

- Conduct onsite evaluations at the facility to collect necessary data and information.

- Perform facility inspections, document reviews, and interviews with knowledgeable personnel to inventory all oil-containing devices, tanks, and equipment required to be listed in the SPCC plan and associated mapping.

- Develop and implement engineering controls, operational procedures, and administrative actions to prevent oil spills and minimize environmental damage in case of spill occurrence.

- Collaborate with relevant stakeholders to ensure the accuracy and effectiveness of the SPCC plan.


Task 2 - Training Program:

- Modify campus-specific SPCC training slides as needed based on the findings from Task 1.

- Develop updated training plans and materials for SPCC compliance training.

- Submit the final version of the updated training plans to the facility.


Task 3 - SPCC Plan Quality Assurance Review and PE Certification:

- Conduct a Quality Assurance (QA) review of the Draft SPCC update and mapping developed in collaboration with VA staff members.

- Sign, stamp, and re-certify the SPCC plan to fulfill PE certification requirements.

- Ensure that the SPCC plan meets regulatory standards and accurately reflects the facility's operational realities.


Qualifications:


- Bachelor's degree in Engineering or related field. Professional Engineer (PE) license required.

- Demonstrated experience in environmental compliance, particularly with SPCC regulations.

- Strong understanding of engineering principles and practices related to oil spill prevention and control.

- Excellent analytical skills and attention to detail.

- Ability to communicate effectively with diverse stakeholders and work collaboratively in a team environment.

- Proficiency in reviewing technical documents and conducting onsite evaluations.

- Prior experience in developing and delivering training programs preferred.
