Summary
The incumbent serves as the Assistant Director for the Oakland Regional Benefits Office. As Asst. Director, shares fully with the Director responsibility for the effective, efficient, and economical direction, control, and operation of the VBA's program of benefits & services provided by law for veterans, their dependents, and beneficiaries, and services for other agencies, allied governments, and miscellaneous beneficiaries within the limitations of established policies and delegated authority.
Duties
Supports, represents, and acts on behalf of the Regional Office Director in varying capacities. Establishes/implements policies and procedures consistent with regulatory and national requirements impacting the Regional Office. Achieves nationally set goals and targets to ensure timely delivery of benefits and services to Veterans and Survivors through analysis of weekly, monthly, quarterly, and annual reports. Recruits, retains, and develops the talent needed to achieve a high quality, diverse workforce that reflects the nation, with the skills needed to accomplish organizational performance objectives while supporting workforce diversity, workplace inclusion, and equal employment policies and programs. Addresses critical leadership training needs; improves supervisors' performance management skills; and develops succession planning. Provides executive oversight of VBA programs and services provided by Support Services, Compensation, Vocational Rehabilitation & Employment, Office of the Director, and Human Resources. Responds constructively to Whistleblower, EEO, and harassment allegations reported by employees and takes appropriate action to resolve reported concerns, including directing fact-findings; escalates allegations to the appropriate office for review/investigation; sends allegations involving criminal matters to VA's Office of Inspector General (OIG). Seeks and considers employee input, facilitates collaboration, cooperation, and teamwork through promotion, monitoring, and management employee engagement programs, to include Employee Experience (EX), Employee. Relocation/Recruitment Incentives: Relocation Bonus of $30,000.00. Relocation incentives are authorized for selectees who meet the incentive requirements listed in . The VBA may pay a relocation incentive to a current employee who must relocate to accept a position in a different geographic area under the conditions specified in this subpart. If eligible, payment of expenses for travel and transportation may be rendered if the selectee agrees to remain in federal service for three (3) years following the date of transfer. Failure to complete all conditions of the obligated service may result in repayment of travel and transportation expenses.
Buyer Value Option (BVO): The Buyer Value Option Program gives assistance to employees who are relocating and need to sell their home. The BVO program requires the employee to find a buyer for their property - the offer from the buyer establishes the value of the home.
