Click for more information. ABOUT US The Licensing Division administers the Child Care Licensing and Youth Camp Licensing Programs. Licensed settings include family child care homes, group child care homes, child care centers and youth camps. We are responsible for ensuring that licensed child care facilities and youth camps operate at or above the required standards established by state statutes and regulations, and accomplish this through technical assistance, application processing, facility monitoring, complaint investigation and enforcement activities.
THE ROLE As a License and Applications Analyst, you will be responsible for:
Reviewing applications for licensure or other credentialed status for compliance with relevant statutes, regulations, policies, and procedures; Explaining the application process to interested parties in person, over the phone, and via email; Providing explanations of current statutory and regulatory requirements; Ensuring the timely processing of child care center, group child care home, family child care home, and/or family child care staff applications and issuing staff approvals; Assisting with the processing of youth camp applications as necessary;
Drafting letters to applicants concerning outstanding documentation; Entering data into the licensure system; and Managing the filing system. PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for independently performing a full range of tasks involving the processing of license and registration applications in an agency with regulatory responsibility for specific industries or businesses.

EXAMPLES OF DUTIES

Assists in administration of licensure, certification and/or permitting functions; Reviews, evaluates and analyzes factors and incidents impacting on regulatory responsibility including applications for licensure, certification and proper permit authority for compliance to relevant agency statutes, regulations, policies, procedures and practices; Processes initial and renewal applications;  Responds to mail, telephone and personal inquiries from consumers, governmental agencies, interested parties requesting information concerning entities regulated by department; Explains regulatory laws and agency regulations to applicants, licensees and consumers; Conducts research, collects data and analyzes information relating to application review process; Provides technical assistance to clerical staff; Authorizes issuance of licenses, permits and/or certifications; May participate in public hearings concerning issuance, revocation or amendment of certificates, licenses or permits; May review documents and related materials for criminal convictions and bankruptcy files;

KNOWLEDGE, SKILL AND ABILITY

Knowledge of relevant licensure, certification or permit functions of regulated entities; relevant regulated industry operations, practices and procedures; statistics; Skills interpersonal skills; oral and written communication skills; Ability to understand, interpret and apply laws, regulations and other written materials pertaining to entities regulated by department; research, analyze and evaluate data and prepare comprehensive written reports; utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years ofexperience performing technical or complex clerical duties involving the reviewor processing of licenses, certifications or permits for a governmentalregulatory agency or in a regulated industry.

NOTE: For state employees this is interpreted at the level of Office Assistant.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree. Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.

PREFERRED QUALIFICATIONS

Experience with child care and youth camp licensing statutes, regulations, policies, and procedures Experience responding to applicant questions relating to licensees Experience prioritizing assignments Experience with Microsoft 365 Experience with an enterprise-wide eLicense system Experience communicating in English and Spanish both verbally and written
