THE TEAM The mission of the State of Connecticut, Department of Consumer Protection (DCP) is to promote a fair and equitable marketplace and to ensure safe products and services for consumers. The department is comprised of several divisions, each of which oversees the different industries that it regulates. The Drug Control Division oversees compliance and enforcement of all laws and regulations concerning the sale and distribution of drugs within Connecticut. We are responsible for the administration, compliance and enforcement of the state's Prescription Monitoring Program, Medical Marijuana Program, and Adult Use Cannabis Program. This includes all pharmacy inspections, auditing of different organizations within each program, investigations of health care professionals for improper prescription, diversion and misuse of controlled substance medications and issuance of all license types associated with the drug industry. POSITION HIGHLIGHTS Monday - Friday Full-time (40 hours per week) First shift Location: 450 Columbus Blvd. in Hartford, CT Hybrid work environment (combination of on-site and remote work)

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency, this class is accountable for performing the most complex tasks in the analysis and processing of license and registration applications in an agency with regulatory responsibility for specific industries or businesses.

EXAMPLES OF DUTIES

Performs the most complex related duties in processing complex certificate and permit applications; receives and processes fees; studies and analyzes factors and incidents impacting on regulatory responsibility and makes recommendations to implement changes; acts as a hearings officer or participates in public hearings concerning issuance, revocation or amendment of certificates and permits; explains laws and agency regulations to applicants and the public; prepares correspondence; assists in rate case matters; may perform or supervise investigations of violations; may supervise examination of and approve application process for interstate permits; performs related duties as required. AGENCY RESPONSIBLE FOR ADMINISTRATION OF PROOF OF FINANCIAL RESPONSIBILITY FOR REGULATED TRANSPORTATION SERVICES: May supervise or perform issuance of identification stamps or permits for regulated transportation services and keeping of appropriate records; may supervise or perform administration of evidence of financial responsibility of licensees.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of relevant licensure, certification or permit functions of regulated entities; knowledge of relevant regulated industry operations, practices and procedures; basic knowledge of statistics; interpersonal skills; oral and written communication skills; ability to understand, interpret and apply laws, regulations and other written materials pertaining to entities regulated by department; ability to research, analyze and evaluate data and prepare comprehensive written reports; ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of clerical or technical experience in a regulated industry or with a regulatory agency.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in preparing material for or actively participating in, hearings concerning the regulatory process. NOTE: For State Employees, this is interpreted at the level of License and Applications Analyst.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

PREFERRED QUALIFICATIONS

Experience with training employees in the areas of licensing review and issuance. Experience with renewal applications and application maintenance in the elicense system. Experience configuring, testing and using system functionality within eLicense. Experience independently reviewing license candidate applications for compliance with statutes, regulations and policies. Experience processing initial and renewal applications
