The (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses.

This position is with the (DFR). DFR’s mission supports that of the department by protecting Oregonians’ access to fair products and services through education, regulation, and consumer assistance. The division is responsible for ensuring the safety and soundness of financial institutions, the availability and affordability of financial products, and the fair treatment of consumers. Functions include licensing, regulating, and monitoring the conduct of banks, credit unions, financial services providers, health care service contractors, insurance companies, and licensed or registered agents of such entities.

Here’s what you will do:

As a Consumer Liaison, you will perform a variety of duties, including:

  • Further consumer outreach by identifying consumer groups and facilitating consumer involvement in agency activities, providing consumer training, and providing the public with educational information on key insurance and financial services issues

  • Advise supervising manager on consumer issues having statewide effect

  • Provide manager, technical staff members, and public information officer with consultative and technical guidance on consumer issues

  • Help represent the division on consumer issues with consumer and stakeholder groups and other state agencies

  • Coordinate and facilitate working groups for consumer-facing issues, including coordinating and facilitating the Insurance Advisory Committee

  • Advocate to management the legislative and administrative rule changes for consumer-driven issues, and participate on such working groups

This position is eligible for on a part-time basis once the incumbent has gained the proficiency to perform work independently. However, regular, scheduled office hours are also required.

Here’s what you need to qualify:

Minimum Qualifications:

  • A bachelor's degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work in the insurance industry, consumer finance industry or financial education

OR

  • Any combination of experience and education equivalent to seven years of experience professional-level evaluative, analytical and planning work in the insurance industry, consumer finance industry or financial education

The division adopts a broad and inclusive understanding of relevant experience for this position, including a wide range of industry, nonprofit, volunteer and internship experience in addition to direct experience with policy or government work.

Requested Skills:

  • Strong interpersonal skills, especially when working with diverse groups and challenging community concerns and insurance topics

  • Strong planning skills, including developing goals and detailed plans, executing plans and reporting results

  • Excellent collaboration and leadership skills for working with team members and external stakeholders

  • Strong writing skills, including proof reading, summarizing information, documenting meetings and report writing

  • Solid oral communication skills, including active listening, culturally competent communication and facilitation of difficult conversations

  • Ability to identify and interpret trends

  • Strong problem solving skills and the ability to provide the manager with realistic solutions

  • Ability to set realistic priorities in order to complete job duties and to work independently with limited direction and oversight

  • Aptitude for forming partnerships with culturally specific organizations and organizations that work with underserved communities

  • Preference may be given to candidates based on the number of years of experience in the insurance industry

  • Must be at ease in dealing with radio, television and print journalists.

  • Travel on short notice
