Job Summary

Under the general direction of an Erosion and Sediment Control (ESC) Assistant Program Administrator, the Plans Reviewer position reviews Erosion Control Plans for compliance with state code and regulations overseen by the Virginia Department of Environment Quality (DEQ). This position manages plan review and the permit approval process, answers questions from the public, provides information regarding erosion control laws, standards and specification to engineers and contractors, reviews erosion and sediment control plans and permit applications, and assists field engineering technicians with project issues depending on assigned area. The position will perform the following job functions and illustrative duties:

(1) Conducts detailed Erosion Control Plan (ESC) Reviews to ensure plans meet the required standards and specification per the Virginia ESC or Stormwater Handbook and State Code.
(2) Manages ESC Plan Review and Grading Permit approval process in LandMARC (the County's Land Management System), including referring plans and coordinating reviews.
(3) Provides information to the public and applicants on general engineering practices related to ESC and information on Erosion Control Plan requirements per DEQ.
(4) Assists ESC staff with DEQ interpretations and assists inspectors and contractors with standards and specification interpretation and requirements.
(5) Provides clear and detailed comments and markups in Bluebeam for ESC related to land development and grading permit applications.
(6) Approves ESC plans as conforming to federal, state and local regulations prior to issuance of grading permits.

This position requires thorough knowledge of State and Local Erosion and Sediment Control laws and ordinances and knowledge of construction trade practices, land development and erosion and sediment control, materials and methods. The candidate should have the ability to communicate ideas clearly, concisely, and effectively both orally and in writing, and should have the ability to work independently or as a member of a team. The candidate should exhibit skill in organizing and prioritizing tasks and assignments and must show that they can establish and maintain effective relationships with fellow employees, County officials, contractors, and the general public. 

Hiring salary is commensurate with experience.



Minimum Qualifications

High School diploma or equivalent (college coursework in construction, fire prevention, engineering, or related field preferred); four (4) years of related work experience in construction trade, fire prevention, and/or inspection including interaction with the public; or equivalent combination of education and experience. 

Job Contingencies and Special Requirements

Employment is contingent upon successful background check completion, to include criminal and driving record checks. 

The applicant must pass the certification exam for Virginia Erosion and Sediment Control Inspector and the Plans Reviewer certification within six (6) months of hire or Combined Administrator within six (6) months of hire. Applicant with Plans Reviewer or Combined Administrator preferred.

This position may require working in an outdoor environment during varying types of weather (hot or cold) and may require inspections of active construction projects. The candidate must be able to navigate disturbed land areas by either vehicle, on foot, as necessary, and at times during inclement weather. Work is performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities and needs.
