What You’ll Do:

Ohio Department of Public Safety – Emergency Management Agency

Report In Location: 2855 West Dublin-Granville Road, Columbus, Ohio 43235

Work Hours: 12:00AM to 12:00AM *Schedule Varies - Position will be part of a team that will operate on a 24/7 basis

At the direction of the Ohio Emergency Management Agency’s (EMA) Watch Chief (Public Safety Intelligence Manager) formulate, revise & implement policies & procedures that deal with establishing & maintaining situational awareness on a specific hazard, current event or disaster for the receipt of time sensitive event or disaster information (& procedures to determine proper protocol for analyzing & disseminating hazard or disaster information to state, local & federal emergency response & other officials); Coordinate notification & response with local, state & federal emergency management & homeland security officials (& potential hazards; collect, research, & analyze disaster information from numerous resources to determine potential hazard level); Develop, monitor, & analyze informational databases, spreadsheets, & reports to assess the magnitude & scope of impact of an emergency or disaster; Collect relevant disaster information via telephone, written correspondence & other redundant communication mediums with State Emergency Operations Center (EOC) partners at all levels of government; Monitor, collect, analyze, & disseminate situational awareness information & situational awareness reports (, Incident Reports & Advisories) for the State of Ohio; Prepare input for daily briefings, presentations, & reports pertaining to the State of Ohio Emergency Management Agency operations.

Maintain common operating picture for the State of Ohio including overall threats, hazards, & response operations throughout the state &/or nation as resources are deployed; Support information & intelligence gathering for situational awareness reports; Support incident specific briefing to senior agency leadership & others as directed; Review correspondence, directives, & reports to ensure accuracy & completeness; Analyze trends that may indicate potential need for state involvement & asset deployment; Conduct special analytical studies or assessments to support the agency.

Test, monitor, & respond to available communication mediums (e. g. E-mail, MARCS, NAWAS, Nuclear Power Plant phones, Telephone) assigned to the State EOC Assessment Room in accordance with Watch Office Standard Operating Procedures; Maintain associated critical contact lists.

Develop, maintain, & deliver appropriate training to support Watch Office & Emergency Support Function 5 (Information & Planning) readiness; Respond to the State EOC during critical incidents; Lead ESF-5 activities, working with assigned staff to develop, maintain, & present content (, displays, maps, reports, etc.) towards the common operating picture; Participate in cross-training exercises with information gathering & sharing partners, to include Homeland Security & Ohio State Highway Patrol Hub; Assist with office-related tasks as they pertain to the functionality & operation of the unit; Perform other related duties as assigned.

Qualifications

36 mos. exp. conducting research & writing reports using operational, mathematical, analytical &/or statistical research techniques.

-Or completion of undergraduate core program in homeland security, political science, criminal justice, emergency management, public health, international affairs or related field; 12 mos. exp. conducting research & writing reports using operational, mathematical, analytical &/or statistical research techniques. 

-Or equivalent of Minimum Class Qualifications For Employment noted above.

TRAINING AND DEVELOPMENT REQUIRED TO REMAIN IN THE CLASSIFICATION AFTER EMPLOYMENT

If required, must obtain LEADS certification; must renew LEADS certification biannually. Additionally, positions at Department of Public Safety must be able to obtain & maintain secret level federal security clearance.

UNUSUAL WORKING CONDITIONS 

May require some travel. Working hours will include nights, weekends and holidays, based on operational need.

This position may be filled by lay-off or certification eligibility list if applicable.

This position also requires the ability to obtain and maintain a federal Secret level Security Clearance.

This position is essential, meaning the duties this job performs are critical to the continued operations of the Ohio Department of Public Safety during a public safety emergency (OAC 123: 1-46-01 & DAS Directive HR-D-11). This position will be required to report for duty during any public safety emergency.

This position will more likely work an overnight third shift.
