Description of Work: The primary responsibility for this position is to serve as the organizational expert regarding National Environmental Policy Act (NEPA), Montana Environmental Policy Act (MEPA), Environmental Condition of Property (ECP), and Environmental Baseline Studies (EBS). This Position exist to develop, coordinate, administer and monitor the Environmental Review and ECOP portions of the Montana Army National Guard (MTARNG) Statewide Environmental Program to ensure compliance with the NEPA of 1969, NGB-ILE ECOP Policy and with related Federal, State and local environmental laws and regulations.

The employee reports to the Environmental Bureau Chief and serves as the primary point of contact pertaining to NEPA and ECP for MTARNG facilities statewide, National Guard Bureau (NGB), and other Federal and State agencies. The position works closely with but not limited to the following clients to determine scope and needs of environmental documentation: all directors and staff of CFMO, Commands and Units of MTARNG, NGB, DOD agencies, architects and engineers. Works closely with Montana state agencies and departments including Department of Transportation, Department of Environmental Quality (DEQ), State Historic Preservation Office (SHPO), Tribal Historic Preservation Offices (THPO), and Fish Wildlife and Parks. Works closely with Federal agencies including, US Army Corps of Engineers, Fish and Wildlife Service, Department of Interior, Environmental Protection Agency (EPA), local officials, ADHOC groups and committees, and concerned citizens.

The position prepares department environmental documentation to ensure appropriateness accuracy, completeness and compliance with applicable laws and regulations. Documents include Environmental Impact Statement (EIS), Environmental Assessments (EA), Environmental Checklists, and Records of Environmental Consideration (REC). Conducts transaction screening analysis of property owned by the Department or property the Department is considering for acquisition so that the Department is aware of potential environmental liability. Responsible for generating or contracting for Preconstruction Analysis (PCA) for MILCON or other Federally funded construction activities. Conducts onsite inspection, research, and interviews of people to determine evidence of contamination from past practices. Acts as principal staff specialist for NEPA issues and provides technical assistance to department staff in understanding and following requirements specified by the National Environmental Policy Act. Reviews project/action documentation to ensure compliance with the state environmental review process. Ensures all documentation is maintained in shared database system.

Minimum Qualifications (Education and Experience): Bachelor’s Degree in Environmental Science, Environmental Engineering or closely related field AND 3 to 4 years of job-related work experience; Army specific NEPA training (32 CFR 651) or has worked with another Federal agencies’ NEPA specific requirements; understands requirements of ASTM Standards and CERCLA.
