Duties

Duties of the Electrical Engineer at the GS-9 performance level include:

Performing conventional and routine engineering analyses assignments associated with technical planning activities; data collection; design; modeling and data analyses; analyses of site location and/or conditions; troubleshooting electrical equipment and systems; and risk estimation and analyses. Drafting and/or monitoring project plans that outline the scope, schedule, and budget of assigned projects. This includes: collaboration and communication; identifying issues prior to adverse impacts to the schedule and budget; and participating on technical teams. Drafting Technical documentation for conventional or routine engineering assignments or for assigned portions of complex projects such as technical memorandums and reports, engineering study analyses and results, correspondence, publications, design criteria, calculations, design summaries, design standards, designer's operating criteria, drawings, job plans, forecasted capital budget plans, operating procedures, evaluation and oversight reports, value studies reports, inspection and assessment reviews, impact assessments, permit applications, emergency action plans and exercises, construction plans and reports, quantity estimate worksheets, specifications, constructability reviews, solicitation packages, required planning, final design, and/or procurement construction cost estimates.

Basic Education Requirements: Applicants must first meet the Basic Education Qualification Requirements listed below:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one or more program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus AND courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR
B. Combination of education AND experience: - college level education, training AND/OR technical experience that furnished: (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, AND (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
Professional registration or licensure -- current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico;
Written test -- evidence of having successfully passed the Fundamentals of Engineering (FE) exam or the written test required for professional registration;
Specified academic courses -- successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A; or
Related curriculum -- successful completion of curriculum leading to a bachelor's degree in an appropriate scientific field, e.g. engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Specialized Experience Requirements : In addition to the basic education requirement, in order to be rated as qualified for this position, the HR Office must be able to determine that the applicant meets the specialized experience requirement - this information must be included in the resume.

To qualify for the GS-07 level : You must have 1 year of graduate education or superior academic achievement OR one year of full-time specialized experience equivalent to the GS-5 grade level. Specialized experience for the GS-07 level experience such as experience with Electrical Engineering theories, principles, and practices working with electrical power, communication, and control drawings. Other applicable experience that included industrial systems and electrical work on large facilities.

To qualify for the GS-09 level : You must have 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree OR one year of full time specialized experience equivalent to the GS-7 grade level OR a combination of education and experience. Specialized experience for the GS-09 level experience as a professional engineer resolving or troubleshooting issues with electrical systems (e.g. power generation, power distribution, circuits, etc.); perform routine projects with complete responsibility, or portions of large and complex projects with senior engineer review.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 07/22/2024.

Education

This vacancy announcement allows substituting education for experience at the GS-7 and GS-9 grade levels.
