Refugee Benefit and Eligibility Workers conduct benefits determination for families who have come to Oregon from around the globe  This is a tight knit team doing meaningful work that helps families resettle into their new lives in Oregon.  

You will work in the East Portland branch located on NE Glisan Street assisting Oregonians in-person.

Bilingual/Multilingual Encouraged

This position does not require bilingual language skills but there is a need in the communities that we serve, and all are encouraged to apply. ODHS is able to pay bilingual and multilingual differentials for those who can pass a language proficiency test in a language other than English. Some of the languages commonly spoken are Spanish, Russian, Ukrainian, Somali, Burmese, Arabic, Haitian Creole, Dari and Pashtu.

What you need to qualify

  • Two years of experience determining eligibility for an agency program by interviewing to assess the needs of clients and interpreting and applying the policies, rules, and guidelines applicable to the client's situation.

  • An equivalent combination of education, training, and experience relative to the class concept.

Essential attributes

Technical and soft skills that may help the candidate be successful in this role. We are looking for candidates with:

  • Experience working with refugee or displaced populations and familiarity with trauma informed care practices.

  • Demonstrated experience maintaining client records with a high level of accuracy.

  • Demonstrated experience successfully communicating decisions in verbal and written communications regarding the approval or denial of benefits or services with members of the community from diverse backgrounds.

  • Demonstrated experience delivering a high level of customer service to all external and internal customers.

  • Experience researching, interpreting, and applying policies, rules, & regulations to work while understanding and adapting to constant policy and data processing changes.

  • Experience successfully organizing work efficiently and managing multiple tasks with interruptions, as well as managing workloads with competing deadlines.

Your duties at a glance

As an employee working in the (SSP), you will have an opportunity to provide resources and services to help people move out of poverty and toward whole well-being. Programs include food benefits, cash assistance, childcare assistance, medical, services for domestic violence survivors, resources for refugees and support for youth experiencing homelessness. 

As a Benefit & Eligibility Worker, you will:

  • Perform eligibility determinations, redeterminations, periodic reviews, and updates to changes for ODHS, Oregon Health Authority (OHA), and Department of Early Learning and Care (DELC) programs.

  • Assessing client family strengths and needs, connecting families to other resources and programs.

  • You will update narrative report summarizing new information from client and collateral sources, findings of home visit, and conclusions.

Working conditions

  • Work is conducted in offices and other program sites.

  • May interact with clients who are under emotional or financial stress.

  • May require sitting at a terminal or telephone for prolonged periods of the workday.

  • This position works in the Self Sufficiency office.
