Duties

The incumbent plays a critical role facilitating navigational safety, security, and marine environmental initiatives within the Vessel Traffic Service (VTS) through the implementation and administrative management of the VTS training program. Through the identification and assessment of unit training and internal/external outreach needs, the incumbent provides direct assistance to the Training Coordinator in maintaining the technical proficiency and service delivery capabilities of VTS operators within the Puget Sound area of responsibility.

  • Planning, developing, and administering training programs where the program is of moderate size and complexity, with typical problems and/or issues.
  • Assisting in developing budget proposals for the VTS training program.
  • Organizing and maintaining electronic and hard copy training related files and records including training records and budget records.
  • Developing short and long-term work objectives.
  • Applying time management skills to execute self-developed work plans and complete projects.
  • Analyzing and interpreting agency and unit policies, laws, and regulations to assist in the development and maintenance of VTS training material and guidance documents as appropriate.
  • Communicating clearly orally, accurately listen, and have clear vision with the ability to decipher certain colors. Some physical activity may be required in order to access vessels (i.e. climbing ladders).
  • Developing and delivering classroom and electronic learning, which may involve interactive internet-based training, multimedia programs, distance learning, videos and other computer-aided instructional technologies, simulators, conferences, and workshops.
  • Planning, developing, and administering projects where the program or project is of moderate size and complexity to enhance VTS operational effectiveness.
  • Analyzing and interpreting agency, unit, and external (e.g. state, NTSB) policies, laws, and regulations to assist in the development and maintenance of VTS work instructions and operational guidance documents as appropriate.
  • Gathering relevant information related to prevailing waterway conditions and vessel interactions/movements.
  • Notifying appropriate response agencies and system participants.
  • Determining and directing appropriate speed or course changes.
  • Collecting information surrounding an incident, collects and reviews vessel transit statistical information, updates VTS reference publications, and maintains administrative records.
