Summary

This position is the Deputy Assistant General Counsel (DAGC) for International and Aviation Economic Law, supervisory assistant to the Assistant General Counsel, who serves as a lead advisor to the General Counsel and Deputy General Counsel on legal matters on a range of the Department's administrative operations. The DAGC will participate with the Department's senior officials to resolve problems within the Office's subject matter expertise and prioritize the Office's work.



Duties

The SupervisoryAttorney Adviser :

  • Serves as the deputy to and principal advisor to the Assistant General Counsel for International and Aviation Economic Law on all aspects of the regulation of foreign air transportation under Title 49 of the United States Code, including participation in bilateral negotiations, selection and certification of U.S carriers to serve on international routes; granting foreign air carriers authority to serve the United States; regulation of international fares and rates; investigation of unfair or deceptive practices or unfair methods of competition, or discriminatory practices complaints in foreign air transportation; regulation of international air mail rates; and approval and antitrust immunity for agreements in foreign air transportation. This includes assisting the Office of the Assistant Secretary for Aviation and International Affairs in the preparation of orders and opinions issued pursuant to this authority.
  • Formulates the Department's legal positions on all matters affecting international and aviation economic transportation, including executive agreements and treaty making activities of the United States Serves as a member of U.S Government delegations in negotiations and meetings with governments of foreign nations, including governmental entities such as the European Community and the implementation of the foreign policy of the United States, both political and economic, as it concerns or affects transportation issues. Accompanies the Secretary to meetings with representatives of foreign governments.
  • Provides legal advice and counsel to the Assistant Secretary for Aviation and International Affairs on international surface transportation policy and trade issues and on domestic and international economic aviation matters, including competition issues affecting airports and air carriers, as well as slot allocation and management; provides review and oversight of orders and Requests for Proposals issued by the Assistant Secretary in connection with the Essential Air Service (EAS) and Alternate EAS Programs and reviews and approves grants issued in connection with the Small Community Air Service Development Program; provides the General Counsel with advice on and, where appropriate, interpretations of the Airline Deregulation Act and its application to price, route and service issues as they arise in connection with airport operations and activities.
  • Serves as Acting Assistant General Counsel in the absence of the Assistant General Counsel. Assists the Assistant General Counsel in supervising the staff and activities of the office of the Assistant General Counsel for International and Aviation Economic Law. Assigns, supervises and gives guidance to staff attorneys to assure expeditious and satisfactory performance of office responsibilities; directs, coordinates, or oversees work; exercises significant responsibilities in dealing with officials of other units or organizations, or in advising management officials of higher rank; assures reasonable equity among units, groups, teams, projects, etc.) of performance standards and rating techniques developed by subordinates; makes decisions on work problems presented by subordinate personnel; recommends selections for subordinate nonsupervisory positions; ; makes decisions on nonroutine, costly, or controversial training needs and training requests related to employees of the unit; approves expenses comparable to within-grade increases, extensive overtime, and employee travel; recommends awards or bonuses for nonsupervisory personnel and changes in position classification, subject to approval by higher level officials, supervisors, or others; and finds and implements ways to eliminate or reduce significant bottlenecks and barriers to production, promote team building, or improve business practices.
