Duties

CLDP attorneys are the primary implementers for the Office of General Counsel's international development programs.

As an Attorney Advisor (International), you will perform the following duties:

Consult with other U.S. government agencies, foreign government officials, and members of the private sector to assess development needs and to design and implement assistance programs. This position supports U.S. government efforts to improve the business environment in Eastern Europe, Central Asia, and Pakistan. This Job Opportunity Announcement may be used to fill other Attorney Advisor (International) Public Notice Flyer GS /13/14 FPL GS-14 positions within the Office of the Secretary in the same geographical location with the same qualifications and specialized experience.

  • You must be a U.S. citizen to apply for this position.
  • You must successfully be able to obtain and maintain a SECRET security clearance and pass a background investigation. This may include a credit check, a review of financial issues, as well as certain criminal offenses and illegal use of possession of drugs.

    Qualifications

    Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at:

    EDUCATION REQUIREMENT: Must be a law school graduate with a Juris Doctorate (J.D.) degree from a law school accredited by the American Bar Association.

    AND

    Must be able to verify ACTIVE BAR MEMBERSHIP in good standing in one of the 50 United States, Washington D.C., Puerto Rico or the U.S. Virgin Islands.

    Minimum Requirements
    The minimum required experience applicants must possess at each grade level (or equivalent) is as follows:

    To qualify for GS-12, applicants must possess a JD, active bar membership, and a minimum of 1 year of specialized and relevant professional
    experience as listed below.

    To qualify for GS-13, applicants must possess a JD, active bar membership, and a minimum of 2 years of specialized and relevant professional experience as listed below.

    To qualify for a GS-14, applicants must possess a JD, active bar membership, and a minimum of 3 years of specialized and relevant professional experience as listed below.
    • Prior experience and/or knowledge of trade law, regulatory or legislative development, trade facilitation, public procurement, intellectual property, alternative dispute resolution, cybersecurity, digital trade, or other areas of complex commercial law is strongly preferred.
    • Project management experience, including exceptional organizational skills, the ability to plan and manage multiple technical assistance programs at once while determining program priorities, and maintaining program effectiveness is strongly preferred.
    • Experience engaging and coordinating with diverse stakeholders on trade, and commercial law issues is preferred.
    • Prior experience and/or familiarity in working with foreign governments, international organizations and/or development finance institutions is strongly preferred.
    • Ability to effectively communicate orally and in writing on varied and complex topics with diverse stakeholders including high-level officials is required.
    • Ability to establish and maintain effective working and reporting relationships with interagency peers, International Program Specialists, subject-matter experts, and foreign government counterparts is essential.
    • Prior experience with drafting funding or project proposals is preferred but not required.
    • Frequent International travel is required. Attorney-Advisors in this position carry out many of their programs in the host countries around the globe.
    • Interest or familiarity with countries in Eastern Europe, Central Asia, and/or Pakistan is preferred.
    • Ability to work in Russian, Ukrainian, Romanian, Urdu, or other applicable regional languages is preferred, but not required.
      Note: The General Counsel or designee retains the discretion to waive minimum qualifications as described above.

      Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
