Your Specific Responsibilities:

This is specialized professional environmental health work covering all Environmental Programs for the Madison and Jefferson CHD. This position acts as lead worker in several programs as assigned by the Environmental Health Director. This is an independent position that requires writing reports, correspondence, application reviews and conducting field evaluations and inspections of facilities to assure compliance with applicable Environmental Health statutes, rules and standards of the Department of Health. This position is responsible for the integrity and confidentiality of data sets under his/her control.

On-Site Sewage Treatment and Disposal Systems (OSTDS):

Conducts site evaluations and plan reviews as required for sites proposed for development using OSTDS (mainly septic tank and drain field) systems. Evaluations are conducted in compliance with provisions of Chapters 62-6, FAC, and 381, F.S., and may include review of new installations, existing systems or repair of systems. Issues permits for sites and/or systems meeting rule requirements. Assists customers as necessary with the permitting process. Conducts final inspections of installations in accordance with department policy to determine compliance with applicable rules and statutes. Initiates enforcement actions by drafting non-compliance and warning letters and assisting with other enforcement documents.

Regulated Facilities:

Conducts plan reviews and compliance inspections as assigned at facilities regulated by the Department. Such facilities may include residential group care facilities, schools, detention facilities, day care centers, mobile home and RV parks, migrant labor camps, swimming pools and bathing places, biomedical waste generators and tanning facilities. Inspections are conducted in compliance with provisions of the applicable chapters of Florida Statues and Florida Administrative Code. Coordinates with other permitting agencies such as Department of Education, Department of Corrections and Department of Children and Families regarding these facilities.

Food Service:

Conducts plan reviews and compliance inspections as assigned at establishments regulated by Chapter 64E-11 FAC. Assists when necessary, in the investigation of food borne illness outbreaks. Coordinates with other agencies such as Department of Business Regulation and Department of Agriculture on food complaints concerning facilities the Department of Health does not regulate.

Drinking Water Systems:

Conducts plan reviews and performs inspections of Limited Use Public Water Systems as assigned. Collects chemical or bacteriological water samples as necessary. Verifies system compliance with applicable rules and statutes. Maintains current register of all regulated sites, including permitting status. Investigates complaints concerning public water systems and notifies DEP of rule violations. Assists DEP when necessary in the enforcement of state laws and rules. Ensures that all SUPER ACT investigations, sampling, and related paperwork meet applicable standards and are performed within the required time frame.

Surveillance and Monitoring:

Investigates complaints and incidents related to animal bites, West Nile Virus and other arthropod-borne viruses, and lead exposure. Responds to complaints of sanitary nuisances from citizens and attempts abatement using provisions of applicable Florida Statutes, Florida Administrative Codes and Department of Health policies. Coordinates with other agencies as necessary. Submits specimens to DOH Lab for analysis and communicates findings with bite victims or complainants.

Required Knowledge, Skills, and Abilities:

  • Able to work independently and as a team; ability to handle multiple tasks at once; must be organized and detailed oriented. Able to communicate effectively and deal with the public.
  • Knowledge of computer software to enhance the productivity of the CHD programs
  • Within six months to one year of employment incumbent shall become a Certified Environmental Health Professional in Onsite Sewage Treatment and Disposal and Food Protection.
