Duties

The Information Technology (IT) Program Manager develops, delivers, and supports information technology (IT) products, tools, systems and services that advance Facility and Engineering Services (F&ES or AJW-2) sustainment strategy business intelligence. Performs multiple, varying and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced technical specialist. Applies experience and comprehensive technical knowledge of work that involves the planning, development, implementation, and administration of systems for the acquisition, storage, and retrieval of data. Possesses an understanding of new technologies and methodologies to solve complex problems and develop improved technical processes or systems.

Uses knowledge of data asset management, data governance, master data management, and data quality control principles, to increase AJW-212 and AJW-2 data maturity. Analyzes and defines data requirements and specifications. Develops and administering data standards, policies, and procedures. Evaluates and provides recommendations on new database technologies and architectures. Applies data collection procedures, which may include experience with a database programming language, to organize data into structured, retrievable data formats, while ensuring the rigorous application of information security/ information assurance policies, principles, and practices in the delivery of data management services.

Applies knowledge of agile project management principles and concepts to lead, coordinate, communicate, integrate and has direct responsibility for IT project and business process, ensuring alignment with critical agency priorities. As the IT Program Manager, the work includes project selection, prioritization, evaluation and monitoring, cost schedule management, risk management, quality management and resource allocations. Monitors and inspects project tasks, work, and contractor performance. Ensures work efforts achieve the outcome specified within the agency's business strategy, and IT life cycle management.

Consults with management on the planning and execution of projects to ensure overall service consistency and efficiency within the organization. Defines, organizes, and assigns resources to accomplish organizational objectives. Allocates resources to accomplish large work activities within established schedules. Provides guidance to lower-level staff on how to solve difficult technical issues.

Utilizes knowledge of FAA, Department of Transportation, and/or Federal policy and procedures, and Federal Law/Regulations, to develop data governance policy recommendations and solutions. Develops plans, techniques, and policies to address current or anticipated problems and issues. Works with higher-level management to solve problems. Broad policies and objectives provide general guidance for addressing issues, the program manager is allowing considerable discretion to develop new and innovative approaches. Resolves all but unique technical problems without the intervention of management or a more experienced IT professional.

Works with management in developing strategic plans to achieve the program's mission objectives staying within the constraints of the assigned budget. Manages, monitors, coordinates, and leads the programs acquisition activities including the formulation of requirements, conducting market research, authoring statements of work, recommending sources, maintaining service and support contracts, tracking and preparing for equipment End-of-Life dates, and planning for the orderly and timely replacement of obsolete equipment and expiring contracts. Serves as the Contractor Officer Representative (COR) for program acquisitions. Monitors and evaluates contractor performance and develops performance metrics. Plays a lead role in drafting, reviewing, and editing reports or contractual documents for final approval prior to external distribution.

    Qualifications

    To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

    Specialized experience is defined as:

    Managing or/and implementing data governance systems to mitigate data quality and security shortfalls with corresponding action plans, policy recommendations, and strategic plans.

    Desirable candidate(s) will have experience in the following:

    1. Project Management Professional (PMP) Certification or equivalent.

    2. Successful completion of the Contracting Officer Representative Level II certification or equivalent; and

    3. Jira software environment used for agile sprint project management.
