Supervisory Emergency Management Specialist

The Supervisor will be responsible for leading teams executing the full range of Field Operations Directorate (FOD) missions in Region 2. Key duties for this position includes, but is not limited to, leading teams of personnel assigned to complete FOD projects, ensuring that trained staff cover Workforce Support positions for incidents in the assigned areas of responsibility, ensuring adequate staffing support for all disasters.

What will I do in this position if hired?
In this Supervisory Emergency Management Specialist (Response) position, you will be leading supervisors overseeing teams consisting of staff at several duty stations executing the full range of Field Operations Directorate (FOD) missions in Region 2.
Typical assignments include:
- Delivering training to subordinate staff to acquire the necessary knowledge and skills to effectively discharge their position responsibilities to ensure mastery of skill sets across the assigned responsibilities.
- Assigning specific duties, responsibilities, and authorities to subordinate positions to achieve optimum balance of economy, effectiveness, skill utilization, employee motivation, and/or development in conformance with the objectives of sound position management to ensure the completion of FOD missions at open and active disasters.
- Incorporating lessons learned and best practices from open and active disasters into relevant planning documents using information garnered from the Continuous Improvement processes at active and open disasters.
- Training, coaching, mentoring, and supporting staff assigned during steady state and when deployed.
- Serving as FEMA's Workforce Support Unit Leader and/or in other positions in support of open and active disasters.

Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.
This announcement is for a position as a CORE (Cadre of On-Call Response/Recovery Employee). CORE employees are full-time employees hired to directly support the response and recovery efforts related to disasters. Appointments to CORE positions are typically between two years and four years in duration and may be renewed based upon workload needs and funding availability. Employees are hired under the Robert T. Stafford Act and are excluded from the provisions of title 5, United States Code, governing jobs in the competitive service. They can be hired under a streamlined process instead of a competitive process. After three years of continuous service, Stafford Act employees may be granted competitive eligibility to apply for permanent full-time positions at FEMA.
