As an Associate Budget Officer, you will:
Assist in the presentation and justification of the annual budget to senior AOC management officials and staff of Congressional appropriations committees. Brief senior AOC officials on the budget request prior to Congressional hearings. Prepare hearing backup books and other supporting materials. Respond to requests from appropriations committee staff on schedules, format, proceedings, and style for budget request hearings. Schedule and prepare witnesses for hearings and provide expert testimony. Supervise the handling of hearing transcripts. Respond to questions for the record upon conclusion of hearings. Provide advice and guidance on budgetary matters to jurisdiction senior management officials. Advise line managers on the use of discretionary funds under their control. Provide advice on the costs and benefits of proposed actions. Oversee the editing of budget requests for supplemental appropriations, deferrals, and rescission of funds. Oversee the modification of long-range budget plans for compliance with changes in Congressional guidance. Ensure that adjustments reflect feedback from the budget execution process. Maintain liaison with House and Senate Legislative Appropriations subcommittees on budget estimates, report and bill language, and other matters of appropriations law. Act as liaison on behalf of senior AOC officials with Congressional committee staff regarding the agency's budget policy and strategy. Participate in the establishment of budget program policy and procedures. Monitor the budget program and processes to recommend changes in working procedures and redesign data collection and presentation by operating elements to ensure that estimates represent realistic forecasts. Assure compliance with laws and regulations as delegated by the Architect (e.g., Anti-Deficiency Act). Interpret law, regulation, and policy to authorize funding requests and obligations and expenditures of funds. Provide technical and administrative supervision to the Budget Division staff responsible for formulating, preparing, presenting, justifying, and executing the Architect's budget. This responsibility includes planning the work to be accomplished by subordinates; setting and adjusting long- and short-term priorities; preparing schedules for completion of work; assigning tasks based on the priorities and particular requirements of assignments and the capabilities of employees; developing performance standards; evaluating the work performance of subordinates.

Qualifications
You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Candidates for the GS-15 grade level must have at least 52 weeks of specialized experience equivalent to the GS-14 grade level in the Federal service.
Specialized experience for this position includes:
Leading staff to formulate, prepare, present, justify, and execute agency budget;Serving as the agency's primary functional expert on budgetary matters and interpretation of policies, regulations, and laws related to the federal budget process;Utilizing principles, policies, regulations and procedures of budget/financial transactions to evaluate financial data and prepare a variety of reports; andProviding expert advice and consultation to top management officials on significant budget management operations and systems.
