Summary

Position SummaryThe Business and Finance Officer III (BFO III) is a critical role as part of the Admin and Finance team within the Health Sciences Division at Public Health Seattle & King County.

This position will be central to managing and integrating various funding sources, including federal, state, county, and private grants, to support the county's efforts in the Overdose Prevention and Response Program (ODPR) as well as the Cannabis, Tobacco, and Vaping Prevention Program (CTV).

The BFO III will apply expert fiscal management, procurement, grants management, and analytical skills to ensure the effective utilization of settlement funds and other financial resources.

This role requires a nuanced understanding of public health funding mechanisms, compliance with grant requirements, and an ability to work collaboratively with diverse stakeholders.

The ODPR program is dedicated to mitigating the impacts of the opioid epidemic in King County through strategic investments in prevention, treatment, and community support services.

The CTV program's aim is to promote health and well-being by supporting effective cessation, tobacco prevention and control, blended with the youth cannabis prevention work.

Both programs are also responsible for the oversight and strategic deployment of significant settlement funds intended for settlement activities over the next 15+ years.

The BFO III will play a pivotal role in ensuring that these funds are managed transparently, effectively, and in alignment with community needs and evidence-based practices.

Background Temporary opportunity. Term-Limited Temporary positions are "at-will" positions but are eligible for benefits. This TLT is currently anticipated to last 18 months.

However, funding sources for this work remain uncertain and dependent upon decisions actively being made at both the federal and local levels.

As a result, the end date of this position may be adjusted based on those decisions. The County and the Department continue to work to secure long term funding sources. This vacancy can also be filled as a Special Duty opportunity.

For Special Duty Assignment interest, you must be a Career Service, Career Service Exempt or other regular (non-temporary) employee in King County who has completed their initial County probation.

You must have supervisor approval prior to taking a Special Duty Assignment.

The typical work schedule is Monday - Friday, 8am - 5pm and may include some evenings and weekends.

Work LocationThis position is based out of the Chinook Building, located at 401 5th Ave, Seattle, WA 98104, 11th floor.

The job will require on site/in office work a minimum of two days per week and potentially more if the need arises.

Which two days of the week are negotiable with program supervisor upon successful candidate selection.

Some of the work associated with this position will be performed through teleworking, and will report to office location and to meetings as needed.

Travel to other work locations may be necessary. Employees will have access to shared workspaces at various King County facilities.

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

To support employees during this time King County has a robust collection of tools and resources to support working remotely.

Job Duties

Financial Management:
Oversee the financial management of ODPR and CTV, integrating various funding sources to support program objectives.
Work closely with the program staff and other stakeholders to align financial management with strategic priorities.
Facilitate procurement processes and manage financial aspects of contracts to support program initiatives, with a focus on fiscal responsibilities.
Engage in budget development, forecasting, and financial analysis to guide decision-making and policy development.
Act as key financial and budget support for the section.

Work with program and finance supervisor to answer questions associated quantitative analyses and financial modeling for potential changes in funding.

Produce ad-hoc reports which may require research, compilation, and interpretation of financial data

Grants Management and Compliance:
Ensure compliance with all grant requirements, and manage reporting and accountability for multiple funding streams.

Provide technical assistance to program and fiscal staff as related to allowable grant activities and required grant expenditure documentation as per the Federal Uniform Guidance.

Assist in preparing and reviewing grant budget submittals and offer guidance on grant applications.
Research and track available funding and compliance requirements for section program related strategies. This includes Settlement, Federal, State and other funding.

Interpersonal skills:

Serve as the subject matter expert and provide strategic advice, innovative solutions, technical expertise, and direction to ensure compliance with applicable policies, rules, and regulations.

Manage extensive internal and external customer service
Collaborate with Admin and Finance leads to improve budget processes and communications within the division

Work closely with Account Receivable and Accounts Payable supervisors on monitoring inter-fund revenue transactions, central rate distributions and various other significant transactions.

Experience, Qualifications, Knowledge, Skills

Our ideal candidate will demonstrate the following (Minimum):

Four or more years of experience in fiscal management, with a strong foundation in managing diverse funding sources, including grants.

Proficiency in financial management systems and advanced analytical skills, ideally with experience in public health or similar fields.
Understanding of and experience with compliance requirements for federal, state, county, and private grants.
Effective communication skills, with the ability to convey complex financial information to non-fiscal audiences.
Commitment to applying equity and social justice principles in fiscal management practices.
The most competitive applicants will have the following experiences and qualifications (Desired):

Experience in public sector budgeting, especially within public health or related emergency response fields, emphasizing strategic financial management and resource allocation in crises.

Demonstrated ability to lead or collaborate on financial analysis projects that inform strategic planning and emergency program development.

Advanced knowledge of grants management, including familiarity with federal regulations and compliance frameworks relevant to emergency funding and public health initiatives.

Strong interpersonal skills, with proven success in building partnerships and working collaboratively across departments and with community organizations to address public health emergencies.

Operate with a high degree of autonomy and discretion
Possesses the ability to multitask without loss of accuracy or efficiency, and works under tight deadlines while maintaining a professional and positive approach
Advanced proficiency in Excel
Excellent written and verbal communication skills, organizational skills, and budgetary knowledge
