About the Role:
King County Parks and Recreation is looking for a skilled, knowledgeable, and enthusiastic

Business and Finance Officer I (BFO I).


This position will be a key member of the Accounting and Fiscal Administration team performing accounting transactions including payment of complex invoices, recording revenue transactions, preparing reconciliations, regular monitoring of expenditures, and reporting for multiple funds within the Parks Division.


Under general supervision, this position will track and analyze expenditures, maintain the integrity of accounting functions, review expenditures with project managers to drive decision-making processes for their programs and assist in the preparation of the biennial budget.

About the Team

The Finance, Budget, and Planning Section manages the Parks and Recreation Division's financial affairs and business administration in support of its mission to steward, enhance, and acquire parks to inspire healthy communities.


The section is a vital internal support resource to the Parks Division and is comprised of 23 employees across four work units.


The four work units represent Finance Administration; Accounting and Fiscal Administration; Budget and Financial Planning; and Grants Administration and Purchasing with teams dedicated to core values that embody accountability, diversity and inclusion, stewardship, and workforce development.

What You Will Be Doing:


Operate Oracle system to perform accounting transactions including payment of complex invoices; expenditure transactions, general journal entries, recording revenue transactions, preparing inter-fund transfers to/from other agencies within King County, and preparing documentation and audit trails for recorded transactions.

Ensure data integrity across multiple interfacing systems to reconcile data discrepancies, identify factors of the discrepancies, and work with business units to make the necessary corrections.

Provide fiscal and reporting support, document control, and track invoices, including payment history, contractual documents, legislation, etc.
Prepare contract payments for capital program expenditures using Unifier reporting and confirm associated backup documents.
Track and report miscellaneous revenues and perform ad hoc financial analysis of various programs, revenue contracts, funds, and appropriations.
Perform other related financial accounting duties as assigned.

Qualifications You Bring:
Comprehensive accounting experience; independent work tracking and analyzing accounting of financial transactions.

Demonstrated knowledge of basic accounting and bookkeeping principles, Generally Accepted Accounting Principles (GAAP), and Governmental Accounting Standards (GASB) and techniques.

Intermediate Microsoft Excel skills utilizing functions such as pivot tables, VLOOKUP, if-then functions, etc.
Experience working with Enterprise Resource Planning (ERP) automated financial management systems and extracting data from other side systems.
Ability to provide excellent customer service using discretion, patience, etiquette, and professionalism.

Demonstrated ability to communicate effectively orally and in writing with individuals of diverse backgrounds, and at all levels of an organization.

Experience implementing internal controls to ensure financial integrity and compliance.
Knowledge of revenue collection principles and practices.
Experience in reconciling accounts payable and receivable.

It Would Be Great If You Also Bring:
Bachelor's degree in accounting, finance, business administration, and/or equivalent.
Knowledge of King County programs, funding sources, policies, and requirements.
Demonstrated knowledge of Oracle EBS and Business Intelligence financial reporting and transactional modules.
Experience in cost allocation analysis, Oracle EBS, Lucity Asset Management, and Unifier Project Management are desired.
Understanding of operating and capital budgeting concepts and practices.
Working knowledge of procurement policies and procedures.
Experience working with capital programs, and project managers and analyzing related project expenditures.
Working Conditions

Remote and Onsite Work Details:
Employees in this role work remotely from a home location, with onsite reporting requirements typically 1-2 times per quarter. The frequency of onsite work is determined by business needs and may be adjusted accordingly.
