Position Details:


One temporary, hourly position, typically 18 hours per week, starting as soon as possible on the Oceanside campus to support the District's health and welfare program; perform a variety of data entry, records processing and administrative tasks related to the benefit programs; and provide basic technical end user support to employees with the benefits program in Workday.


The assignment is anticipated to last for approximately 6-12 months, with extensions dependent on department need. Please note that temporary/hourly employees can work no more than 175 days in a fiscal year (July - June 30).

RESIDENCY REQUIREMENT:

MiraCosta College Board Policy 7800:

Employee Residency requires all classified staff, administrators, and temporary/hourly short-term employees to maintain and permanently reside in a principal place of residence in the state of California that is within two-hundred (200) road miles from the employee's regularly assigned district worksite.

The purpose of the policy is to promote efficiency and continuity throughout all campus administrative functions, provide students with high quality assistance and accessibility to all academic and campus services, ensure that students receive an engaging education, and respond to emerging student needs.


The District may consider an individual request to temporarily reside outside of the State of California or outside the 200-mile limit on a case-by-case basis, not to exceed twelve consecutive months.

Salary Range: 20

Compensation: $31.26 per hour (salary range 20, step 1).Employees must make arrangements for the direct deposit of paychecks into the financial institution of their choice, via electronic fund transfer.

Benefits:

Short-term, temporary employees may be eligible for Healthy Families Sick Leave, and enrollment in a retirement system.

Position Term in Months: Approximately 6-12 months.

Basic Function:


Under general supervision, provide a variety of difficult and responsible Human Resources technical and administrative support for the recruitment, hiring, onboarding, and evaluation of classified staff, faculty and administrators; provide administrative and operational support for the Human Resources Department, Director and professional staff; and perform related duties as assigned.

Distinguishing Characteristics:


Human Resources Support Assistant is distinguished from Human Resources Technician in that an incumbent in the latter class performs human resources technical duties requiring more detailed knowledge of district and department policies, procedures and technical requirements for recruitment, selection, hiring and onboarding new hires.

Essential Duties & Responsibilities:

The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.


  • Exhibit an equity-minded focus, responsiveness, and sensitivity to and understanding of the diverse academic, socioeconomic, cultural, gender identity, sexual orientation, and ethnic backgrounds of community college students, and employees, including those with physical or learning disabilities, and successfully foster and support an inclusive educational and employment environment.
  • Monitor and follow up to ensure the timely completion of new hire and onboarding processes for associate faculty, temporary classified and student workers, including TB and vaccine clearances, background check clearances, I-9 and social security verifications and processing of accurate employment forms and documents; coordinate new hire appointments; refer issues identified during background and clearance processes for further review by supervisor; work with new hires to resolve problems in uploading documents and information to Workday to complete onboarding processes; file personnel documents.
  • Coordinate and support the timely completion of faculty, classified staff, and administrator performance evaluation processes; deploy student surveys and 360-degree surveys; facilitate distribution of survey results and faculty evaluation website posting, track completion of process steps and accurate completion of survey request forms in accordance with established deadlines under the appropriate policy, procedure, collective bargaining agreement, or working conditions manual.
  • Assist with HR systems management, including the district enterprise resources planning system (Workday), evaluation survey system, SharePoint ePortfolio setup/maintenance, form updates, system account creation, system user training, and troubleshooting; submit tickets for system support; make recommendations for system improvements.
  • Coordinate the associate faculty Scheduling Priority process; review and verify documentation to ensure scheduling priority data are accurate and established criteria are met; explain the application of criteria in response to questions by applicants; communicate status and outcome to applicants and departments.
  • Respond to job portal questions from applicants; troubleshoot applicant and end user issues and problems encountered in the use of applicant tracking systems.
  • Support recruitment processes by assisting with direct outreach to potential applicants at other colleges and institutions; assist with annual renewal of job postings in the applicant tracking system; assist with generating employment contracts for non-tenured faculty, administrators, and professional experts and monitor their return.
  • Provide difficult and responsible administrative support for the Director and Human Resources Department operations; coordinate and participate in department administrative support operations and programs with a significant degree of independence; monitor department budgets; purchase supplies and materials according to established guidelines; input data to prepare and process purchase requisitions, purchase orders and check requests; verify sufficiency of budget and other data and process invoices for payment; process personnel requisitions; prepare and enter travel requests and reimbursements for staff travel, ensuring accurate cost allocations in systems; enter new vendor information in Workday.
  • Respond to questions and concerns from district personnel, applicants and the public in person and by telephone and email regarding human resources department policies, procedures, programs and services; answer inquiries about vacancies and requirements for employment; escalate questions, inquiries and technical issues to department staff as appropriate.
  • Using standard office software, compose and/or type memoranda, correspondence, reports, agreements, contracts, materials, presentations, spreadsheets, forms and other documents; coordinate mass mailings; may take meeting minutes.
  • Create, develop, maintain and update specialized and custom forms, databases, logs, files, records and reports; design, develop and maintain spreadsheets and databases requiring data interpretation and manipulation.
Other Duties:

  • Collect relevant records and respond to subpoenas and public record requests; seek appropriate guidance and approval if needed.
  • Provide backup and assistance to other department staff as needed.
  • Perform related duties as assigned.

  • District organization, functions, rules, policies and procedures applicable to assigned areas of responsibility.
  • Safety policies and safe work practices applicable to the work.

  • Compose clear, concise and comprehensive analyses, correspondence, reports, studies, agreements, presentations and other written materials from brief instructions.
  • Maintain confidentiality of district and personnel files and records.
  • Communicate effectively, both orally and in writing.
  • Understand and follow written and oral instructions.
  • Operate a computer and standard business software.
  • Demonstrate sensitivity to and understanding of diverse academic, socioeconomic, cultural, ethnic and disability issues.
  • Establish and maintain effective working relationships with all those encountered in the course of work.
Education & Experience:

To be eligible for this position, you must meet and provide evidence of the following minimum qualifications:


Graduation from high school or GED equivalent
AND at least three (3) years of administrative support experience, preferably involving human resources administration activities; or an equivalent combination of training and experience.

An associate degree is preferred.



NOTE:

For work experience, one "year" is defined as equivalent to 40 hours per week for 12 months, or at least 2,080 hours.
