Duties

The information management specialist will manage and organize digital and print content in CRS repositories and archives, digitize materials, and provide instructional services. Candidates with knowledge of disciplines related to the organization of information and an understanding of the principles of information management, metadata, and information retrieval are encouraged to apply.

Duties include:

DOCUMENT AND ARCHIVES MANAGEMENT

Identifies, evaluates, digitizes, and provides metadata for institutional documents and records for inclusion in CRS repositories and archives. Catalogs and tags documents to enable their access and discovery and to facilitate sharing of information following established guidelines and procedures. Assists in identifying, testing, and evaluating tools and user interfaces that facilitate access to documents.

Assists in records management activities by organizing, digitizing, storing and logging official records selected for retention. Works with CRS staff to educate and ensure staff are following proper records management procedures.

INFORMATION AND DATA MANAGEMENT

Assists with the maintenance of databases, digital content, shared folders, and other information systems and resources to assist analysts, attorneys, information professionals, and Congressional clients in accessing data and information resources in order to meet targeted, well-defined information needs.

Supports activities related to indexing and categorization of information. Assists in developing and testing new and/or revised methods for organizing, integrating, and disseminating information.

Supports the collection, compilation and presentation of metrics that gauge the usage of systems, content and documents by CRS staff and congressional clients. Assists in the documentation of procedures related to the use of information tools and services.

INSTRUCTION AND OUTREACH

Develops and maintains knowledge of internal resources, directives, and information technology. Maintains detailed knowledge of CRS products, product life-cycle, and workflows. Assists in providing training and instruction to CRS staff on the scope and use of CRS systems, tools, databases and repositories.

Maintains close contact with analysts, attorneys and information professionals throughout CRS to share information regarding development and enhancement of information services, to identify and share best practices, and to eliminate duplication of effort.

CRS works exclusively for the United States Congress, providing policy and legal analysis to committees and Members of both the House and Senate, regardless of party affiliation. As a legislative branch agency within the Library of Congress, CRS has been a valued and respected resource on Capitol Hill for more than a century.

    Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

      Education

      Education (for GS-5 positions): A full 4-year course of study that meets all the requirements for a bachelor's degree with major study in the subject-matter field of the position to be filled.

      or

      Experience (for GS-5 positions): Four years of experience that provided a knowledge of the basic principles, theories, practices, techniques, and terminology of a discipline or subject-matter field; an understanding of the standard methods, procedures, and techniques of research and analysis in the subject-matter field; and where appropriate, ability to read and comprehend nontechnical material in one or more foreign languages. Such experience must have been equivalent to that which would have been gained through a 4-year college curriculum.

      A combination of education and experience as described above.

      Additional Requirements for Positions at GS-09 :

      In addition to meeting the basic requirements, applicants for positions at grades GS-9 and above must have the amounts of education and/or experience required for the grade level as shown in the following table.

      GS full years of progressively higher-level graduate education or master's or equivalent graduate degree, e.g., LL.B. or J.D., related to the position.

      Foreign Education - Education completed outside the U.S. must be deemed equivalent to conventional/accredited U.S. education programs to be acceptable for Federal employment. If your college/university is outside the U.S., your transcripts must be accompanied by a report from a credential evaluation service that is a member of the National Association of Credential Evaluation Services (NACES) or the Association of International Credentials Evaluators (AICE) . Failure to submit a foreign education evaluation report will result in disqualification of your application.

      The Congressional Research Service, within the Library of Congress, is part of the Legislative Branch of the federal government. As such, all positions are in the excepted service.

      This is a non-supervisory, bargaining unit position.

      The tour of duty for this position is full-time.

      The incumbent of this position may elect to work a flexitime work schedule.
