What will I do in this position if hired?

In this position, you will serve as a Community Assistance Coordinator for Region One Recovery.

Typical assignments include:


Implementing the Community Assistance Recovery Support Function as outlined in the National Disaster Recovery Framework (NDRF) and providing technical assistance, training, and advice to representatives at all levels of government to support in identifying or planning to carry out community-based, state-led, federally supported long-term recovery goals.

Developing partnerships, agreements, and relationships with key agencies, organizations, and partners that are necessary or useful to implementing Community Assistance support after disasters.

Coordinating community-based pre- and post-disaster recovery planning and capacity building support among recovery partners and providers such as state, tribal and local government officials, as well as Federal, Private, and Non-Governmental recovery partnerships.

Interfacing with interagency partners, including hazard mitigation, utilizing the mitigation planning process to implement recovery, and vice versa, before and after disasters.

Ensuring mitigation and sustainability principles are represented throughout Community Assistance activities.

Analyzing quantitative data available via an assessment tool, alongside researched qualitative data to best brief disaster leadership on Community Assistance needs, and pinpoint where disaster recovery technical assistance might be best received (communities that are the most impacted, with the most vulnerability, that have the lowest capacity to recover without Federal support).

Issuing findings to senior leadership via briefings or formal reports.

Developing state, tribal, and/or community-level profiles in concert with regional interagency partners and input suggestions to capture a holistic view of community's pre-disaster impact.

Utilizing these profiles to develop reports that demonstrate the impacts (beyond physical impacts) that go beyond state/tribal capacity to recover.

Deploy in a supervisory capacity, to lead other Community Assistance specialists or advisors whilst coordinating and leverage partnerships from business, industry, non-profit, academic, and philanthropic institutions, as required for mission operations.

Facilitating community planning engagements, at the request of the supporting state/tribal or local community government, in concert with all internal and external partners.

Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites.

All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description.

Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

This announcement is for a position as a CORE (Cadre of On-Call Response/Recovery Employee). CORE employees are full-time employees hired to directly support the response and recovery efforts related to disasters.

Appointments to CORE positions are typically between two years and four years in duration and may be renewed based upon workload needs and funding availability.

Employees are hired under the Robert T.

Stafford Act and are excluded from the provisions of title 5, United States Code, governing jobs in the competitive service.

They can be hired under a streamlined process instead of a competitive process.

After three years of continuous service, Stafford Act employees may be granted competitive eligibility to apply for permanent full-time positions at FEMA.
