Job Description

The Associate Director US Oncology Policy position is a high exposure and high impact commercial role accountable for executing key policy initiatives to support the continued growth of the US Oncology franchise. The impact of policy on our company's Oncology business is substantial. Much of the success of the business moving forward depends on our ability to anticipate changes in the market, prepare accordingly, and mitigate risk so we can continue ensuring appropriate patient access to our Company's life-saving cancer treatments.

The Associate Director, US Oncology Policy will report to the Director of US Oncology Policy and will lead work across our team's three priorities – the Inflation Reduction Act (IRA), state Prescription Drug Affordability Boards (PDABs), and 340B. The ideal candidate is a confident and influential strategist, project manager, and enterprise collaborator with a keen ability to connect the dots, motivate others to action, and drive results with pace, quality, and impact. To put it simply, the successful Associate Director will consistently get things done at a high level.

The cross-functional nature of the role calls for exceptional commercial acumen to effectively partner with our key stakeholders: DC office, IAM, State Government Affairs, Global Market Access (GMAx), Marketing, Finance, Legal, CORE, and the Office of the CEO. The successful candidate should also possess the soft skills required to exceed expectations: a strong work ethic, a team player who can also perform on their own, and an overall commitment to excellence in all aspects of professional and career development.

The role will be a foundational commercial experience that will provide the successful candidate with an opportunity to lead priority initiatives to ensure the sustainable success of the business moving forward. As such, this position will develop the candidate for a variety of commercial roles in the future.

IRA:

  • Ensure consistent awareness and understanding of key provisions across all divisions and functions.
  • Refresh program assumptions and scenarios as new guidance is published. Ensure changes in thinking are appropriately captured in forecasts and long-range operating plans.
  • Build overarching strategy and project plan as we begin to prepare for "negotiation" submission.
  • Manage and coordinate the entire "negotiation" submission workstream.
  • Work with cross-functional partners to develop IRA business updates for various leadership teams on trends and workstream performance.
  • Serve as the policy team's liaison to any lifecycle management workstreams occurring across the US and Global commercial teams. Ensure consistent awareness, understanding, and application of IRA assumptions to inform scenario plans and financial modeling exercises.

PDABs:

  • Develop PDAB Playbook to ensure consistent thinking on and response to state affordability reviews.
  • Lead response to any state PDAB's affordability review of our Company's Oncology products.
  • Model any risk to the business stemming from a state's affordability review and potential Upper Payment Limit implementation.

340B:

  • Monitor performance data across identified top accounts to ensure consistency with forecast.
  • Monitor landscape trends and embed into broader provider strategy development initiatives as appropriate.

Education:

  • Required: Bachelor's degree
  • Preferred: Master's or advanced degree with a business concentration

Required Experience and Skills:

  • 5 years' experience of demonstrated ability to identify strategic priorities, work within a matrix organization to bring together different internal stakeholders, and manage a project forward to resolution and action.
  • Exceptional business acumen and ability to move work forward with pace.
  • Experience managing consultants and budgets.
  • Ability to work collaboratively and inclusively is essential.
  • Strong communicator with ability to clearly articulate messages to all levels across the enterprise.
  • Active listener and experienced presenter with strong written and verbal communication skills.
  • Strategic thinker with ability to confidently make critical decisions.
  • Strong enterprise collaborator with ability to motivate, align and engage others.
  • Strong ability to prioritize without oversight.

Preferred Experience and Skills:

  • Prior management/strategy consulting experience.
  • Understanding of buy and bill market dynamics.
  • Understanding of relevant drug pricing metrics (ASP, BP, 340B) and connection to broader policy/market access landscape.
  • Experience with business operations processes and planning such as financial forecasts, budget, L3, QBRs, etc.
