The College of Lake County is actively seeking a visionary leader to fill the role of
Climate and Equitable Jobs Act (CEJA) Manager at its Lakeshore Campus in Waukegan, IL.

This leadership level position will spearhead CEJA grant initiatives, providing strategic oversight and management of the CEJA Workforce Network Programs grant.

The Manager will drive the collaboration needed to ensure the seamless delivery of CEJA services, including high-level recruitment of participants, strategic implementation of essential employability and technical training, facilitation of impactful work-based learning experiences, and the creation of robust career placement opportunities to ensure client success.

Reporting to the Executive Director of Workforce Initiatives, the Manager will provide strategic leadership in managing, coordinating, and implementing the CEJA grant in collaboration with external partners and college staff.

This position will oversee the delivery of the CEJA Workforce Network Program across Lake County's service areas, ensuring a high level of engagement with external partners and CLC staff to foster seamless coordination and collaboration in achieving program objectives.

Required Qualifications:

  • Bachelors degree and a minimum of five (5) years professional experience in workforce initiative programs with a minimum of two (2) years of supervisory experience
    OR Masters degree a minimum of five (5) years professional experience in workforce initiative programs.
  • Demonstrated successful experience managing a federal, state or private foundation grant
  • Demonstrated recent collaborative leadership experience
  • Possess excellent organizational and project management skills and the ability to manage multiple priorities.
  • Possess strong critical thinking, analytical and problem-solving skills and acumen.
  • Demonstrated abilities as an effective and exceptionally skilled communicator, specifically as it relates to verbal, written communication, and active listening.

Work Schedule:

Hours per week between the hours of 8 a.m. to 5:00 p.m.; Nights and weekends, as needed. Hours will vary based on the needs of the college and department.

Summary of Essential Functions:

Strategic Leadership and Project Management: 45%1. Manage key career program projects for the CEJA Grant, including the implementation of all components of the grant and participating programs.2. Provide strategic direction in financial management, contract management with third-party providers, grant management, and other contracted services.3. Maintain up-to-date knowledge of programs included in the grant and all policies and procedures that may affect career-bound students.4. Prepare strategic reports on recruitment progress and recommend evaluation ideas for improvement.5. Oversee the strategic development and implementation of essential employability and technical training programs.6. Assist in the development and deployment of strategic marketing plans.7. Support the grant with all required reporting to maintain assessments and evaluation processes, ensuring they are current and complete.8. Analyze and define needs for market research and coordinate research with the Office of Institutional Effectiveness, Planning and Research, and other sources of market intelligence.9. Coordinate with program department chairs with the development of strategic marketing plans.10. Survey partners, clients, students, employers, and faculty/instructors to identify areas for continuous improvement of grant operations.11. Create surveys for stakeholders to identify current trends and employment information for the continuous improvement of CEJA grant services.

Stakeholder Collaboration and Engagement: 30%1. In collaboration with external partners, coordinate CEJA programs, expansions, and revisions to better serve participants.2. Serve as the grants liaison with key college departments for initiatives related to managing the grant.3. Actively engage with local business, industry, government, community-based organizations, and community leaders to implement the grant and to understand current and future trends relating to workforce training.4. Collaborate with organizations that promote Lake County economic development to learn about economic trends and their impact on the grants offerings.5. Coordinate and lead meetings between partners, the executive director, and other CLC departments.6. Serve as a liaison between program faculty and key departments in Educational Affairs and Community and Workforce Partnerships (CWP) regarding grant-related programs, implementation, and initiatives.7. Coordinate grant disbursements in partnership with external partners and the Department of Commerce and Economic Opportunity (DCEO) to ensure smooth operations.8. Coordinate with grant partners in meeting grant goals and objectives while also staying within budget guidelines.9. Engage with community partners to enhance outreach efforts and increase program visibility.10. Collaborate with community partners to assess and address client needs, ensuring programs are tailored to meet those needs effectively.11. Provide resources, training, and support to partners, enhancing their capacity to deliver high-quality program services.12. Monitor and analyze client feedback and program impact, using this information to make informed decisions for continuous program enhancement.

Financial Oversight and Reporting: 10% 1. Oversee and ensure the accurate monitoring of budgetary items through the stages of approval to purchase to implementation, ensuring alignment with grant objectives and compliance with policies.2. Compile a detailed quarterly financial reports to CLC management and external partners.3. Maintain accurate records of projects, department activities, and financials associated with the grant.4. Track expenses and ensure expenses are appropriately recorded and processed with a high level of accuracy and integrity.5. Analyze budget vs. actual expenses regularly to determine necessary budget modifications, providing strategic recommendations to optimize resource allocation.6. Create and submit comprehensive financial reports and documentation as required, ensuring transparency and accountability.7. Monitor purchase orders and requisitions, ensuring timely and efficient processing and adherence to financial policies and procedures.

Personnel Management: 10% 1. Coach, mentor and develop employees across all departments, divisions and units of the College in collaboration with leaders throughout the College.2. Directly hire, lead, manage, support and empower employees on the CEJA team to job success at the College.3. Encourage and support personal and professional development and learning, well-being and work-life integration.4. Provide information, resources, and support to project staff to assist them in carrying out their responsibilities.

Other: 5%1. Attend conferences, seminars and workshops to promote professional development and gain information/knowledge to better serve employees, students and stakeholders.2. Participate in professional associations/organizations and educational activities that enhance subject matter expertise and leadership competencies, knowledge, understanding and interpersonal skills.3. Participate on strategic and/or functional cross-departmental teams, committees and councils at the request of the division or unit leaders.4. Remain knowledgeable of current state and federal laws, regulations, and best practices in the field of appointment ensuring the Colleges policies, procedures, practices and programs conform to laws and regulations and align with the mission, vision, values and strategic goals of the College.5.
