The incumbent serves as a Supervisory Procurement Analyst, and oversees and manages operational and management policy functions, and business administration within the Acquisition Policy and Program Branch in the Office of the Executive Director.

The incumbent has responsibility for administering specific acquisitions programs (e.g, Small Business, Government Purchase Card, and Acquisition Career Management) and managing and directing the development, implementation, interpretation, review, and modification of policies, procedures, and guidelines governing all phases of the Agency's acquisitions and associated programs.

The incumbent works under the general supervision of the Senior Procurement Executive (SPE).

The major duties of the position are:


Initiates and leads constant, effective liaison, communication and coordination on all matters relating to acquisition policies, processes, and practices in all phases of the acquisition cycle including requirements definition, acquisition planning, and contract administration.

Maintains an Unlimited Warrant and FAC-C III certification or equivalent.
Per 41 USC 1705, serves as the Agency's Delegated Competition Advocate.
Oversees the Agency's Government Purchase Card program.
Oversees the Acquisition Career Management Program manager.
Manages and leads the performance of acquisition programs, including strategic initiatives, continuous improvement and project management.

Oversees and analyzes business and procurement systems to ensure timely and effective monitoring and reporting on key acquisition metrics and business management status.

Leads or supervises the planning, developing, and executing strategies for the overall acquisition policy program.
Oversees the development, review, maintenance, revision, and updating of Agency acquisition policies, procedures, guidelines, and directives.

Collaborates in the development of Agency acquisition policies and procedures, and in the effective implementation of those policies and procedures throughout the Agency.

Supervises, directs, coordinates and oversees work functions performed by a subordinate staff.
Evaluates work performance of staff and furnishes advice to employees on both work and administrative matters.
Interviews candidates for positions and recommends appointment, promotion and reassignment.
Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to higher-level management.
Identifies development and training needs of employees and provides and/or arranges needed development and training.
Finds ways to improve production and/or increase the quality of the work director and develops performance standards.
Performs other duties, as assigned.
