POSITION DUTIES

Option 1: A Procurement Officer II is the lead level of professional work, for State agency positions, in the procurement of equipment, services, construction, supplies, information technology and other needs which must be obtained through the competitive procurement process, negotiated procurement process and other procurement methods. Employees in this classification provide agency procurement technical interpretation, instruction, guidance and assistance in accordance with State laws and regulations. Employees in this classification assign, review and approve the work of and train lower-level Procurement Officers and may supervise clerical and support staff. Option 2: A Procurement Officer II is the full performance level of professional work, for the State central procurement authority (Department of General Services), in agency procurement sourcing and award activities, contract management, procurement systems operations, procurement regulations and policies review, professional procurement training and certification, or procurement business services. Employees in this classification, at the State central procurement authority, provide agency procurement technical interpretation, instruction, guidance and assistance in accordance with State laws and regulations. Employees in this classification do not supervise other lower-level Procurement Officer positions but may supervise clerical and support staff. Employees in this classification (both options) receive general supervision from a Procurement Manager I or other designated administrator. The work of employees at the State central procurement authority may require travel throughout Maryland to perform on-site procurement audits, training, monitoring, compliance reviews at State agencies. Positions in this classification are evaluated using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.\r

General Procurement and\r
Contract Management\r

• Prepare complex\r
solicitations, such as Request for Proposals (RFPs) and Task Orders (TORFPs)\r
with oversight from supervisors; and prepare more simple solicitations, such as\r
Invitation for Bids (IFB) and Task Order (PORFPs) independently without oversight\r
from supervisors. This includes determining the method of acquisition and the\r
type of contract to be used, drafting the solicitation, evaluating the\r
bids/proposals, preparing the contract, establishing contract terms and\r
conditions, determining the evaluation committee, and awarding the\r
contract.�\r

• Collaborate with end users to\r
ensure the drafted solicitation has accurately captured the Department's needs\r
and establishes clear expectations for contract deliverables.\r

• Solicit, evaluate, and award\r
procurements through the eMaryland Marketplace Advantage�(eMMA); manage\r
the advertisement of procurement opportunities; distribute specifications�to\r
vendors; conduct vendor conferences; secure bid or proposals; oversee the evaluation�process\r
and contract award.\r

• Assist with or conduct bidder\r
debriefings.\r

Project Management\r

• Review and prioritize which\r
requisitions to complete based upon urgency, expiration date, or other factors\r

• Create a procurement timeline\r
and set deadlines; manage the timeline and track�procurement milestones;\r
provide the end user and all other stakeholders with frequent�project\r
updates�\r

• Assist end user with scope\r
creation to prevent scope creep from occurring after contract\r
award\r

General Duties:\r

• Assist the Procurement QAQC\r
Unit in reviewing and updating agency procurement�guidelines to enhance\r
departmental efficiency and compliance with State regulations.�\r

• Attend occasional trainings\r
hosted by the Department of General Services or the�Department to learn\r
about new procurement regulations and strategies as well as refresh�on\r
known topics.\r

• Assemble statistical and\r
narrative data and prepares reports for use in evaluating State�procurement\r
activity and performance measurement.\r

• Respond to Public Information\r
Act requests by providing all relevant documents in response to the request\r

• Other duties as deemed\r
necessary.\r

MINIMUM QUALIFICATIONS

Experience:�Seven years of experience, three years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions and an additional four years of professional contract management experience or professional procurement experience.\r

Experience:�Six years of experience, two years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions and an additional four years of professional contract management experience or professional procurement experience.\r
Notes:\r
1. Candidates may substitute certification as a Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for the additional four years of the required experience.\r
2. Candidates for Option 1 positions may substitute the possession of a Bachelor's degree from an accredited college or university and three years of experience of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with�governmental procurement laws, regulations and conditions for the required experience.\r
3. Candidates for Option 2 positions may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions for the required experience.\r
4. Candidates may substitute additional graduate education at an accredited college or university, at the rate of thirty credit hours for�each year for five years of the required experience.\r
5. Candidates may substitute U.S. Armed Forces military service�experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required experience.�\r

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess:\r
State procurement or contract management experience\r
Experience creating complex procurements within a government agency\r
Experience with and knowledge of Maryland procurement laws and regulations\r
Experience with vendor management and auditing\r
Experience writing and conducting pre-bid/proposals, site visits, and conferences for advertised solicitations\r
Experience in contract monitoring for a government agency\r
Certification as a Procurement Professional from the Maryland Department of General Services.\r
