Summary:

The Data Solution Architect provides leadership, direction, and planning in support of the goals and objectives of the division, with a primary focus on data design and implementation of analytic solutions across the entire analytics and data ecosystem. The Architect is at the forefront of strategic projects, key initiatives, and has the potential to influence the solution design for a multitude of high-profile projects within the Health Plan.

Essential Accountabilities:

Level I


• Collaborates with all stakeholders to ensure data requirements are clearly defined, documented, broadly communicated, and meets all business needs and customer expectations. This will include assisting and/or contributing to the creation of documented requirements.


• Identifies appropriate sources of data that will be used to meet business requirements and confirms data is of appropriate quality and completeness through data profiling. Ability to document and review Source to Target mappings with a cross functional team of peers.


• Creates or collaborates in the creation of functional design documentation which both describes and illustrates the technical data solution design and architecture.


• Conducts peer reviews of all data solution design deliverables including requirements, functional solution design documentation, and source to target mappings.


• Participates, in cross functional reviews of ETL/Integration Designs, technical specifications, testing approaches, and test cases, including meeting with management, sponsors, and project teams to review project scope/progress and resolve project issues.

Level II (in addition to Level I Accountabilities)


• Leads research, analysis, and design activities to ensure analytic solutions are appropriate and directly support the business, enterprise information, and data strategies, with a focus on Lake House/Data Warehousing, Operational Data Stores, Master Data Management concepts and Business Intelligence. This should include fostering an environment of continuous improvement, constantly exploring ways to increase efficiencies and productivity by improving designs, processes and procedures, reducing waste, and reducing costs.


• Leads prototyping and data profiling activities and makes recommendations for the overall data solution design across multiple technology and business areas while also conducting analysis of production incidents to determine if production code is working as designed and how data issues should be prioritized and corrected.


• Directly negotiates with and functions as a liaison with other AD&T resources, business stakeholders and external vendors/partners. Often fills the role of project spokesperson. Writes and speaks fluently on all aspects of work.


• Serves as mentor for Level I Architects/Interns.

Level III (in addition to Level II Accountabilities)


• Demonstrated leadership in creating analytic and data solutions while working collaboratively with multiple levels of management and architects from across the enterprise.


• Serves as a change leader and mentor to Architects as well as others who have a desire to develop data solution architecture knowledge and skills.


• Considered a data analytics subject matter expert across many data and analytic domains.


• Provides thought leadership to envision new ways of leveraging information. Strong influencing and change management skills are critical to success.

Minimum Qualifications:

All Levels


• Six (6) years of relevant technical experience.


• Bachelor's degree in computer science or related field. In lieu of a degree, six (6) additional years of experience required.


• Intermediate level knowledge and experience with software lifecycle in data integration delivery with multiple projects.


• Demonstrated experience with intermediate skills and knowledge in implementing data solutions utilizing a structured software development lifecycle.


• Demonstrated experience with business process development technical analysis skills.


• Ability to interact and collaborate with internal and external business customers.


• Excellent written and verbal communication skills; highly effective communicator with a strong customer satisfaction orientation.


• Demonstrated basic level analytical experience such as data analysis, data profiling, data usage analysis business data analysis and root cause analysis.


• Ability to learn and apply intermediate to advanced SQL skills.


• Demonstrated basic level experience with ad-hoc analysis tools such as TOAD, and/or other types of analytic tools.


• Prior experience in an Agile team environment preferred.


• Experience with Azure DevOps is preferred.


• Basic level experience with ETL/Integration tools such as Informatica preferred.


• Basic level experience working in an Oracle environment strongly preferred.


• Strong team player with a high level of interpersonal skills.

Level II (in addition to Level I Qualifications)


• Strong technology implementation or related experience in multiple full lifecycle implementations required.


• Demonstrated experience with Lake House/Data Warehousing/Data Analytics.


• Strategic vision with alignment to business objectives.


• Demonstrated advanced level experience in a leadership role with high levels of user interaction, analytics design, and solution delivery.


• Ability to work effectively with minimal supervision and serve as a mentor to other team members.


• Demonstrated advanced level skills in team/technical leadership, meeting facilitation, and project leadership.


• Advanced level experience in integrating enterprise applications.


• Healthcare industry/business knowledge preferred.


• Extensive knowledge of data analytics concepts.


• Must have a strong understanding of what is involved in and ability to deliver an end-to-end data solution.

Level III (in addition to Level II Qualifications)


• Demonstrated expert level project leadership in creating many large scale analytic and data solutions.


• Ability to work collaboratively with multiple levels of management and architects from across the enterprise.


• Prior team management or mentoring experience.


• Advanced experience with multiple database technologies like SQL, NoSQL, and big data platforms.


• Advanced experience in data modeling, data integration, and data warehousing/lake house


• Experience with cloud platforms like AWS, Azure, or Google Cloud, etc.


• Advanced experience with data visualization tools and business intelligence platforms.

Physical Requirements:


• Ability to work prolonged periods sitting and/or standing at a workstation and working on a computer.


• Ability to travel across the Health Plan service region for meetings and/or trainings as needed.

Compensation Range(s):

Grade 209 - Minimum - $75,816 Maximum $140,254

Grade 210 - Minimum - $85,446 Maximum $150,080

Grade 210A - Minimum - $99,133 Maximum $183,394

Actual salary will vary depending on factors including, but not limited to, budget available, prior experience, knowledge, skill and education as they relate to the position's minimum qualifications, in addition to internal equity.
