Project Overview:

Bechtel and Deloitte (Submarine Workforce Industrial Base (SWIB) prime contractor) are partnering with the US Navy on a one-of-a-kind opportunity to streamline and optimize the submarine production process and develop a national strategic functional dry docks plan across the US. New submarine production is critical to the Navy and Nation and ship building plans call for greater production (by tonnage) than at any point since World War II. To meet this demand, the Navy is working with industry and the shipbuilders to support capital investments required to provide ship building and repairs facilities optimization, and industrial equipment to meet this surging demand. The US Navy SWIB procurement will develop strategies to streamline facility builds or accelerate its investments in existing shipbuilding facilities, footprint, and machines/fixtures to achieve the 1 Columbia Class and 2 Virginia Class submarines per year production rate while also sustaining the existing fleet.

This project spans several supporting activities and sub-objectives, in close partnership and coordination with the prime Deloitte, NAVSEA 04, the 4 public Navy shipyards, General Dynamics Electric Boat and Newport News Shipbuilding. The following list are activities and objectives that are the focus of this project:

  • Develop a national strategic functional dry dock plan across public and private shipyards.
  • Determine both a near term critical equipment modernization roadmap and a long-term equipment modernization lifecycle.
  • Generate and implement strategies to accelerate current shipbuilding facility expansion.
  • Implement shipbuilding facility layout changes to optimize production and decrease shipbuilding and maintenance timelines.
  • Assist shipbuilders in determining methodologies for reducing inventory space requirements.

This position will be full-time telework and will require travel of 25-30% of the year, which entail site visits to the various shipyards across the United States and in-office visits to Reston, VA. The position is contingent upon project award.

Job Summary:

In this role, you will plan and conduct systems engineering work, and will review and prepare information on requirements management, verification and validation, and functional analysis. This position will be full-time telework and will require travel of 25-30% of the year, which entails site visits to the various shipyards across the United States and in-office visits to Reston, VA. This position is contingent upon project award and other key documents. You will prepare estimates, work plans, and assist with performance reporting. Your technical expertise and coordination will ensure outcomes meet client and project requirements. #LI-SNH

Major Responsibilities:
  • Plans, schedules, conducts, and coordinates detailed phases of industrial engineering work for a designated project.
  • Plans, coordinates, or prepares equipment or work specifications, bid evaluations, and award recommendations for equipment.
  • Coordinates engineering efforts between specialty and other engineering groups or disciplines, with the client, suppliers, and contractors and between other groups.
  • When delegated, assumes a lead technical role over other engineers or project subgroups for completing specific tasks.
  • Assists in on-the-job training of assigned personnel and provides input for their performance evaluations.
  • Reviews bid analyses and makes recommendations.
  • Prepares or assists in preparation of conceptual studies, designs, reports, or proposals.
  • Performs or assists in the performance of problem analysis and original design.
  • Prepares and/or assists in the preparation of cost estimates, quantify take-offs, and staffing requirements for proposals, forecasts, and change orders.
  • Reviews and checks work of subordinate Systems Engineers.
  • Prepares functional/system analysis to define facility/system design requirements.
  • Establishes means of verifying requirements implementation, including acceptance criteria.
  • Prepares system and facility design criteria documents.
  • Supports system-level design verification, requirements verification, test requirements specification, and requirements flow-down and traceability.
  • Performs impact analyses for proposed requirement changes.
  • Performs assessments to validate and verify implementation and traceability of requirements into design.
  • Participates in technical discussions to resolve system design issues.
  • Researches and documents system operations and limits from the review of design and basis documents and from discussions with system designers.
  • Supports the creation of a work environment that fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction.
Education and Experience Requirements:
  • Bachelor's degree in Industrial/Systems Engineering or a related field (e.g. Industrial, Mechanical, Chemical, Electrical or Nuclear Engineering) from an accredited university or college with at least 8 years of relevant technical experience or 16 years of experience lieu of a degree.
  • US citizenship required; no dual citizenship accepted.
  • This role requires a facility-specific clearance that requires U.S. Citizenship.
  • Must be able to obtain a site security badge for access to the worksite.
Required Knowledge and Skills:

Minimum Qualifications:

  • Possess an understanding of Industrial/Systems Engineering principles and methods.
  • Excellent oral and written communications skills.
  • Must be able to complete a pre-employment drug screen and background check.
  • Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces.
  • Knowledge of systems, calculations, equipment, applications of methods, materials, and computers used within the Industrial/Systems Engineering discipline.
  • Knowledge of industry/regulatory codes and standards, and design criteria pertinent to the Industrial/Systems Engineering discipline.

Preferred Qualifications:

  • International Council of Systems Engineering (INCOSE) Certification.
  • Experience with Systems Engineering on DOE or DOD projects.
  • Familiarity with implementation of requirements in design.
  • Experience working with requirements management databases.
  • Experience in performing design and/or requirements change impact analysis.
