The Associate Administrator for Planning and Analytics collaborates with other members of PHMSA's executive team and counterparts in major operating organizations in the development and implementation of goals and objectives.


Directs the conduct of studies, reviews and evaluation of ongoing PHMSA operational, support programs to assess results, effectiveness and responsiveness.

Provides leadership in the realization of mission accomplishment through strong advocacy of systematic action, internal controls, and program responsibility.


Leads the preparation of regulatory evaluation documents such as the regulatory impact analysis, regulatory flexibility analysis for small entities (businesses, government jurisdictions and not-for-profits), environmental analysis, and other economic or environmental analyses to support the agency rulemaking process.


Directs the establishment of PHMSA policies, procedures, standards, systems and directives for the accomplishment of statutory and regulatory requirements that fall within the purview of the Office of Planning and Analytics.


Exercises delegated authority and initiative in support of legislative efforts, innovative programs and proposals; and promotes resolution of programs, both current and in preparation.


Serves as the PHMSA representative on a variety of federal, state and industry councils within the functional areas of the Office of Planning and Analytics (OPA).
