Digital MEL Manager – Digital Strategy Implementation Mechanism

Background

SoCha LLC is recruiting for a Digital MEL Manager for the Digital Strategy Implementation Mechanism (DSIM). DSIM is a recently awarded activity based in Washington, DC that will support USAID Operating Units and Missions worldwide.

The purpose of the DSIM contract is to provide administrative support, design assistance, technical expertise, and implementation that will bolster USAID and implementing partner efforts to design, support, and implement digital technology programs; accelerate open, inclusive, and secure digital ecosystems; and disseminate knowledge within USAID and the development community on the digital technology's best practices, successes, and lessons learned from the programs supporting it.

The position is based in the Washington, DC metropolitan area. Candidates must be authorized to work in the USA.

Scope of Work, qualification, and experience:

Responsibilities include, but are not limited to:

Managing DSIM's MEL Plan.

Coordinating with Operating Unit and Mission buy-ins to collect data for MEL Plan indicators.

Reporting DSIM's quarterly and annual results.

Assembling quantitative and qualitative evidence for communication and learning products.

Assessing the data quality of DSIM buy-ins.

Tracking major technology and digital indices.

Advising clients and USAID on its research and collaborating, learning, and adapting (CLA) agenda.

Other duties as assigned by DSIM's Project Director.

The Digital MEL Manager must have:

A minimum of seven (7) years of experience working on MEL under USAID awards.

Experience collecting, analyzing, and reporting key reporting data, including:Performance Plan and Reports (PPR)s.

Context indicators.

Other key annual foreign assistance programming and budgeting reporting requirements.

Experience in research methodologies, research partnerships, and translating evidence is preferred.

Location

Hybrid – the Digital MEL Manager's time will be split between working remotely and in office in Arlington, VA, USA.
