The incumbent serves as the senior specialist in the MCP and provides technical expertise, guidance, and customer support to Professional Qualification Evaluations (PQE), Safety and Suitability Evaluations (SSE), Customer Service Operations, Course Oversight Auditing (COA), and Credential Production to staff members or other supporting roles at the NMC.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team.

Typical work assignments include:


Reconciling the most complex and precedent-setting contradictions, conflicts and inconsistencies in documentation submitted in support of an application for a Coast Guard issued credential.

Exercising seasoned judgment in determining the applicability of multiple and complex legal guidelines as it relates to individual cases.

Serving as the technical authority preparing well-defined responses to Requests for Reconsideration or Appeals to application denials. Responses are the final technical authority when presented to Commanding Officer who has final NMC authority for approval.


Communicating directly with applicants over the phone or by other means in order to obtain additional information, explanation, or gain further support for an application for a Coast Guard credential.

Determining reasonable equivalencies in cases not described in regulations.


Overseeing and ensuring the issuance of Coast Guard licenses and Merchant Mariner Credentials (MMCs) is based on NMC-approved applications and supporting documentation presented by mariners.
