The Division is committed to protecting the Chesapeake Bay, equitably reducing flood risk and improving stormwater management and the water quality of the County's approximately 400 square miles of local watersheds through cost effective implementation of sustainable and resilient projects.

Provides project management and engineering design of watershed restoration and stormwater capital improvement projects. Projects may include stream restoration, green stormwater infrastructure, detention basin retrofits, flood control/mitigation and other related water resources and environmental restoration projects.Responsible for the project management of assigned projects, including the development and management of project scope, schedule, resources, stakeholder relations, permitting, coordination, contracting, and correspondence.Applies county and division safety policies and initiatives to all work activities.Interacts with external engineering, environmental and construction contractors, ensuring the best use of county resources and timely completion of projects.Provides quality control and quality assurance for construction documents including plans, plats, and specifications prepared by architecture and engineering firms for the county.Ensures construction documents conform to all applicable local, state, and federal requirements. Obtains all necessary permits. Prepares, reviews, and coordinates project schedules and construction estimates.Coordinates and processes utility relocation proposals and contract payments. Coordinates project designs with county agencies, non-county agencies, and residents.Prepares and conducts presentations to residents to educate and garner community and stakeholder support.Uses computer software for project management, resource allocation, project schedules, and the review and preparation of construction plans.Assumes duties of the Branch Chief when so designated.
* This position includes a signing bonus for fully qualified new county employees in the amount of $5,000.

Note: This position is required to be available 24 hours a day/seven days a week (24/7) to respond to snow, flooding, and other designated emergencies on an as needed basis.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to") Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; PLUS Five years of progressively responsible professional experience in the appropriate engineering field.

CERTIFICATES AND LICENSES REQUIRED:Valid driver's license.Valid Virginia Professional Engineer or Architect license.DEQ Stormwater Management Project Inspector and/or Stormwater Plan Reviewer certification - completion of first required training class within 12 months of hire and certification required within 12 months of date of completion of first required class.Possession of a valid Virginia Professional Engineer or Architect license. An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity. As a Professional Engineer or Registered Architect, signs and seals own work product and/or that of subordinate staff.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a driver's license check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:Experience overseeing the design and construction of watershed restoration and stormwater capital improvement projects;Strong oral and written communication skills and ability to establish collaborative relationships with elected officials, executive managers, other professionals, residents and environmental groups;Experience managing architectural or engineering contracts for the completion of construction plans;Experience conducting hydrologic and hydraulic analysis;Demonstrated experience in the use and configuration of the Esri ArcGIS platform to create and sustain maps, data, analyses, and applications in support of business processes. The Esri ArcGIS platform includes desktop GIS (ArcGIS Pro) and web GIS (e.g., ArcGIS Online and Enterprise, Field Maps, Survey123, Collector, Web App Builder, etc.);Familiarity with riparian corridor assessment and ecological restoration applying stream restoration practices including native plantings, natural channel design, step pool conveyance systems, floodplain reconnection and other best practices appropriate for given site conditions;Virginia Stormwater Management Program and Virginia Erosion and Sediment Control laws and regulations.
PHYSICAL REQUIREMENTS:
Ability and willingness to work in adverse weather conditions responding to snow, flooding, and other designated emergencies on an as-needed basis. Ability to carry up to 40 pounds of equipment. Ability to communicate effectively with the public verbally and in writing. Ability to drive a motor vehicle. Ability to traverse steep, rough, rocky, and/or slippery terrain. Physically and mentally able to use all applicable personal protective equipment in an outdoor environment; including hardhat, eye protection, hearing protection, safety footwear, long pants, sleeved shirt, and personal fall arrest harness. All duties performed with or without reasonable accommodations.

BONUS ELIGIBILITY:
Positions within this classification that are general merit may be eligible for a one-time hiring incentive bonus for new county employees only. This bonus program requires a signed payback agreement between the department and employee.
