Essential functions (job duties):

Develops long-term and wide-scale strategic planning for Treatment Foster Care Oregon scale up in Michigan, and manages the Michigan 5-year strategic plan on behalf of Michigan Department of Health and Human Services. Oversees workgroups to ensure delive rables are met in accordance with established timelines. Monitors and measures progress. Michigan legislature policy advocacy. R esponsible for drafting all policy changes and creating plans for their implementation. Provides updates to the Michigan legislature regarding Treatment Foster Care Oregon. Creates all policy and legislative briefs on behalf of the Michigan Department of Health and Human Services.

Provides oversight for the expansion of Treatment Foster Care Oregon sites from 4 to 46 sites within a 7-year period. Oversees the work plans for funding sources, determines initial budgets, structures the learning cohorts for new sites, creates implementation timelines, and acts as a Treatment Foster Care Oregon subject matter expert.

Supervises Treatment Foster Care Oregon Team Leads and Recruiters (clinical staff).

Management of state-level Treatment Foster Care Oregon activities including licensing and fiscal policy structure. Manages the messaging and information across Michigan's 10 community mental health regions, acts as a subject matter expert on committees and during presentations on behalf of Michigan Department of Health and Human Services, and drafts formal documents such as amend ing the Michigan Medicaid Provider Manual for Treatment Foster Care Oregon.

Provides oversight of process for clinical sites becoming Child Placing Agencies, including all policy, licensing, and certification requirements . Oversees site staffing to ensure fidelity protocol procedures are maintained such as 24/7 on-call hours, and to assess need for creating new crisis and emergency procedures.

Oversees licensing and training protocols for therapeutic parents, a completely new Medicaid provider category in Michigan. Works to ensure that a ll current and future Community Mental Health sites are credentialed with the Michigan Department of Health and Human Services.

Data management: Assist with collection, plus enter, clean, code, and verify data on multiple data sets including administrative data sets from the State of Michigan and local counties (i.e., Medicaid data, Michigan Department Health and Human Services, etc.).

Develops the blueprint for Treatment Foster Care Oregon Medicaid reimbursement structure.

MINIMUM QUALIFICATIONS

Education Master's degree

Master's degree in Public Health Administration, Social Work, or related field.

Experience Specialist (minimum 5 years of job-related experience)

Five or more years of experience working in public mental health system and in the coordination of programs/projects, research, and program evaluation. Three or more years of experience with the Treatment Foster Care Oregon model. Vast experience in Community Mental Health & Public Health systems. Experience with supervision, oversight, and implementation of an evidence-based research model. Must have a valid driver's license.

Knowledge, Skills and Abilities

Requires advanced knowledge of systems change, improvement processes and outcome measurement.

Knowledge of administrative and operation structure and the impact of project management.

Knowledge of evidence-based models, including but not limited to Treatment Foster Care Oregon model.

Knowledge of public health programs/initiatives, research, and current issues and best practices,

Ability to communicate effectively in an interdisciplinary setting in order to facility problem solving and establish productive working relationships.

Ability to use software applications (i.e. database, spreadsheets, word processing, and presentation programs) at proficient to advanced levels.

Ability to communicate effectively both in writing and orally, using generally accepted correspondence and report formats.

Demonstrated skills in developing work processes using automated equipment.

Ability to manage multiple tasks and projects.

Ability to use tact and diplomacy with all sensitive issues and special situations.

Ability to research and analyze documents.

Must have a valid driver's license.

Ability to work independently. Ability to analyze, summarize and interpret research findings and data in reports and spreadsheets and communicate results. Knowledge of scientific integrity principles. Excellent time management and organization skills. Excellent interpersonal and communication skills and demonstrated ability to work with others in a collaborative environment. Experience entering, verifying, and coding data on social science research projects, preference given to those with behavioral health research experience. Experience working with administrative data sets from the State of Michigan and local counties, including knowledge of the public mental health system (i.e., terminology, processes, goals, and outcomes) is preferred. Capable to assist systems' partners in cross-systems data integration to track research outcomes. Proficiency with Microsoft Excel, Word, Outlook, and SPSS and ability to learn computer applications quickly. Reliable transportation to attend meetings and work from campus office or data collection sites.
