Under the general direction of the Contracts and Grants (C&G) Director the pre-award analyst will support all pre-award proposal and award setup activites.

Provide administrative and preparatory management of assigned sponsored projects and a full range of proposal planning and budgeting for the Department of Ophthlamology's Jules Stein Eye Institute (JSEI).

Oversee Departmental proposal calendar, pre-award contract & grant administration including award setup activities for incomign awards.

Work with Principal Investigators (PI's) to provide support in budget preparation and funding opportunity review as well as guiding proposals through campus central office review for succesful final propsoal submission to extramural sponsors.

Provide information to personnel for employees paid on extramural funding sources.

S/he manages special projects as assigned by the C&G Director, JSEI Associate Directory, CAO, and the Chair of the Department.

QualificationsREQUIRED:

Demonstrated working knowledge of proposal submission processes, sponsor guideline reviews, preparation of University internal document requirements, budget administration and analysis.

Demonstrated record of successful planning, budgeting, financial analysis and fiscal management, including skill in budget preparation, analysis and controlling costs.

Strong knowledge of University policies and procedures regarding financial, contract and grant, administrative, and personnel activities.

Demonstrated ability to interpret and apply UC, Federal and State policies regarding contract and grant administration

Skill in performing accounting transactions and reconciling ledgersAbility to respond to requests or inquiries from PI's, study team members, and campus central officers frequently throughout the day and remain cordial and professional.

Skill in performing high-level analysis of financial data and developing and preparing financial reports using advanced functions in Excel.

Ability to assimilate large amounts of data from various sources and produce meaningful reports summarizing that data.

Demonstrated ability to develop and design complex analytical reports

Familiarity with university research committees such as IRB, ARC, IBC, and ESCRO

Comprehensive knowledge of proposal application software such as Cayuse, ASSIST, CIRM, and Proposal Central

Demonstrated skill to operate a Windows-based PC utilizing MS office software to perform word-processing, spreadsheet analysis, e-mail and data base management.

Demonstrated ability to work as part of team, establish and maintain cooperative working relationships with faculty, research personnel, staff and administrators to effectively and efficiently solve problems

General knowledge of management principles and practices and their applications and to analyze, develop and implement systems to improve administrative effectiveness

Skills to assess personnel and financial information practices and procedures, define problems, analyze information, practices, and situations, formulate logical solutions, develop alternative solutions, recognize consequence, and make suggestions.

Skill in organizing work and time systematically to optimize efficiency and minimize duplication

Ability to work independently with minimal supervision, set and maintain priorities, performing efficiently while remaining flexible and coping with a fluctuating workload, competing requirements and frequent interruptions

Ability to follow through on projects and assignments with minimal supervision

Demonstrated interpersonal skills to communicate diplomatically and effectively with all levels of faculty, staff and administrators.

Demonstrated ability to write clearly and concisely for a wide range of purposes. Writing skills in using correct syntax for the preparation of correspondence, memoranda, forms and reports.

Sufficient reading skills to comprehend University policies and procedures
