Introduction

The Maryland State Retirement Agency is the administrator of the Maryland State Retirement and Pension System ("System"). The System is a defined benefit retirement system covering governmental employees within the State of Maryland. The System is composed of twelve (12) separate retirement and pension systems with over 50 different rule sets. The System has over 397,000 participants (customers), including 192,000 members who are actively employed and participating in the System, 165,000 payees who receive a monthly payment from the System, and 40,000 vested members who are no longer actively employed but have earned a benefit that will become payable at a future date.\r

The agency is seeking to fill a Program Manager III position which serves as the Deputy Director of the Special Projects Unit of the Benefits Administration Division. This position will provide leadership and management within the Special Projects Unit of the Maryland State Retirement Agency.\r

Main Purpose of Job

The main purpose of this job is to support the Director of Special Projects by providing leadership and management to the teams within the Special Projects Unit of the Maryland State Retirement Agency. This chosen candidate must have strong organizational skills as well as excellent attention to detail, great communication and customer service skills. To be successful, the chosen candidate must be motivated and dedicated to producing results, possess advanced problem-solving skills and be committed to providing the best service possible to your teammates and to participants of the System.\r

This is a Management Service position and serves at the pleasure of the Appointing Authority.\r
\r

POSITION DUTIES

This position assists in the leading\r
and managing of the Special\r
Projects Unit. The Special Projects Unit is responsible for several\r
important duties:\r
\r
\r
\r
\r
\r
Reviewing and approving all payments being\r
paid to participants of the System.\r
Reviewing and approving these\r
payments involves understanding the various benefit calculations and various\r
benefit types (retirement benefits, refund of member contributions, and death\r
benefits) and the proper documents required to support the payment(s).\r
\r
\r
\r
\r
Managing\r
the Agency's disability process for members, which includes determining\r
eligibility for benefits, processing applications, scheduling Independent Medical\r
Examinations (IME), working\r
with doctors on the medical board and finalizing the claims.\r
\r
\r
Processing all requests for Direct Deposit\r
Authorization for retirees. Reviewing and validating form data, type of account and proof of account to determine if\r
the request can be completed to update the account on file.\r
\r
\r
Administering the System's Deferred\r
Retirement Option Program\r
(DROP) available to members of the State Police Retirement System and\r
the Law Enforcement Officers' Pension System.\r
Administering the DROP involves determining eligibility for the program, setting\r
up new accounts in the\r
program, providing annual account balance statements to participants, and\r
paying out account balances when the participants leave the program.\r
\r

Conducting monthly\r
death match audits\r
to identify payees\r
and members who have died during each month. Conducting the death match\r
audits, transferring data files to vendors, receiving data files identifying\r
deceased participants, researching matches that are not exact and determining\r
proper status, and communicating the matches to internal staff for further\r
action.\r
\r
\r
Completing the annual earnings\r
limitation audit to identify retirees\r
who have become re-employed\r
and have exceeded their limitation of re-employment earnings. Completing this\r
audit involves working with employers to obtain wage files, processing the wage\r
files through the Agency's systems, reviewing identified matches where excess\r
earnings have been identified, taking appropriate actions on affected accounts,\r
and communicating those actions to the retirees.\r

\r
Controlling\r
other Payment Verifications audits throughout the year.\r
\r
\r
Locating and contacting vested\r
members who are owed a monthly benefit\r
from the System\r
and encouraging them to apply for their benefit.\r
\r
\r
Handling significant administrative and technical\r
special projects that present themselves on an "as needed" basis.\r
\r
\r
\r
\r
\r
\r
\r
\r
\r

\r

\r
\r
\r
\r
\r
\r
During\r
the probationary period, this position will work 100% at the office of the\r
Maryland State Retirement Agency.��After the probationary/training period,\r
and at the discretion of the\r
Unit Director, this position may be eligible to telework one day per week.\r

MINIMUM QUALIFICATIONS

Education:\tPossession of a Bachelor's degree from an accredited\r
college or University.\r

Experience:� \tFive\r
(5) years of professional work experience.� AND\r
\t\t\tThree (3) years of experience leading or supervising staff.\r
