The primary mission of the United States Capitol
Police (USCP) is to protect life and property; prevent, detect, and investigate
criminal acts; and enforce traffic regulations throughout a large complex of
congressional buildings, parks, and thoroughfares. This position is located in
the Office of Background Investigations and Credentialing (OBIC), Office of the
Chief Administrative Officer (OCAO), USCP. The purpose of this position is to
assist Division staff in accomplishing the mission by providing administrative
and technical support work for the efficient management of the office. The incumbent provides guidance and advice for the administrative contractual
staff by providing training, instructions and task. Serves as a point of
contact for all questions and assignments. Conducts employee training, e.g.,
Cognos, POBITS, Avue, Apex and eSOPH.
Develops and evaluates administrative portions of the hiring process and
infrastructure, and ensures information being tracked appropriately and actions
are being processed efficiently. Distributes and balances workload and tasks among contract employees following
established administrative procedures and adjusts to accomplish the established
priorities. Serves as the liaison and/or intermediary between the Director's Office, OBIC,
and other organizations by responding to appropriately requested time-sensitive
information, data, and inquires. Serves as the organization's liaison for
office support services. Plans and coordinates extensive office support
services for specialized or unique program or office needs.
Responds to inquiries and requests for assistance on administrative problems.
Notifies appropriate personnel of the need for information or recommendations,
and either prepares the response or follows up to ensure a timely response by
others. Independently controls and maintains data in information management
systems, such as forms, records, and mail, directives, or publications
management systems. Organizes and maintains office files, records,
manuals, and related materials in accordance with established policies and
procedures. Maintains procurement files and databases in accordance with Federal
regulations and agency directives. Prepares charts, graphs, and narrative
information for management or program analysis reports from material provided
by higher-level employees. Determines appropriate file classification and
cross-references, and ensures that project files are complete and accurate.
Participates in solving problems involving disposal and retirement of
procurement material. Establishes control records on incoming correspondence and action documents,
following up on work in progress to ensure timely action. Reads incoming
correspondence, publications, regulations, court notifications and subpoenas,
and directives that may affect the organization and assigned officers.
Determines the ones that can be acted upon personally and takes necessary
action. Obtains clarification of instructions from originating offices or
appropriate focal points. Brings significant items in reports, files, and
correspondence to the supervisor's attention. Maintains the files area in good
order, allowing timely access to the requested information. Establishes effective working relationships with officials, officers, and
civilian personnel. Actively assist Background Investigators, Adjudicators,
and Recruitment Team with various administrative requests. Fields phone calls
from other divisions, agencies, vendors, and the public.
