Superintendent - Street Cleaning

An Overview
The Department of Transportation & Environmental Services (T&ES) Resource Recovery Division (Solid Waste) is seeking a Street Cleaning / Litter Sanitation Superintendent to manage a diversified team of professional and front-line staff in a public works services environment. This role involves overseeing the daily operations and activities of the Street Cleaning Section. The Superintendent supervises the City's litter disposal, emergency debris response, and street cleaning operations, assigning areas of work and ensuring sanitation standards are met through frequent inspections. The role also includes significant administrative responsibilities across the Division. In the absence of the Division Chief, the Superintendent may assume divisional responsibility. Work is performed under the general supervision of the Division Chief of Resource Recovery (Solid Waste).

The Opportunity
Lead the newly created Alexandria Clean Team, Mulch Distribution, and Street Sweeping programs by influencing, motivating, and enabling the streets division to meet organizational goals through building trust and coaching individuals to achieve optimal performance.Review, inspect, and respond to customer service requests, ensuring timely and effective communication.Provide written responses to inquiries from the Freedom of Information Act, the City Manager's Office, the Department Head, and citizens on a daily basis. Engage with the community by responding to inquiries, overseeing tasks, and attending community and Council meetings to discuss programs as needed.Manage and supervise the City's Street Cleaning Department's daily operations with a staff consisting of Heavy Equipment Operators, Equipment Operators, and Laborers.Plan, implement, and supervise special projects, such as the City's household hazardous waste collection program.Establish and conduct employee training programs for the Division, focusing on safety, policy review, and performance evaluations.Act as a liaison with the Sheriff's Office for the utilization of work-release prisoners and with the Fleet Management Division in drafting vehicle specifications.Investigate complaints, incidents, and accidents, and provide resolutions within management programs using words and pictures, before and after.Compile and prepare daily, weekly, monthly, and annual reports for various programs, including leaf collection, residential and commercial street sweeping, mulch, and special events.Coordinate with the T&ES and Department of Human Resources Talent Acquisitions team on interviews, hiring, and disciplinary actions.Participate in the preparation of the Division budget (preparation, implementation, and review) and assume responsibility for the Division in the absence of the Division Chief.Organize and oversee responsibilities related to emergency response, including inclement weather (flooding, snow, etc.) and civil unrest (protests, safety initiatives).Maintain accurate records of materials on hand and ensure the annual and ongoing acquisition and disposal of materials.Collaborate with the Division Chiefs, Superintendents, and others on scheduling, record-keeping, and compliance with safety reporting for internal and external stakeholders. Plan, coordinate, and evaluate different job tasks and assignments for the Street Cleaning team, ensuring efficiency and effectiveness.Review and approve electronic timekeeping and employee time off, evaluate employee performance, counsel employees, and effectively discuss performance with the Division Chief and chain of command.Maintain an On Call Status to address any urgent matters or emergencies and perform any other related duties as assigned.Assist with the development and implementation of policies, coordinate with other city departments as needed, and support contract development and management, and the purchase of equipment.Supervise, review, and evaluate the work of employees engaged in refuse disposal, street cleaning, and leaf collection, ensuring adherence to prescribed standards and regulations.Prepare for seasonal programs such as leaf collection, ensuring trucks are ready, and hiring extra personnel as needed.Perform other duties as assigned.Essential Knowledge, Skills, and AbilitiesThorough knowledge of refuse transfer, disposal, and street cleaning requirements and procedures, as well as the solid waste code; some knowledge of motor equipment maintenance; and a good understanding of the principles and practices of public administration, municipal finance accounting, and budget preparation and administration. Ability to plan, supervise, and evaluate the work of others, and to communicate clearly and effectively both orally and in writing. Comprehensive knowledge and practice in maintaining records, including data reporting for planning, staffing, equipment and safety awareness, inventory, and procurement of supplies and materials. Ability to communicate clearly, concisely, and effectively; to teach and train employees; and to plan, organize, assess, interpret, and implement street cleaning programs. Knowledge of personal computer operation and the ability to use standard word processing software for typing. Thorough knowledge of equipment, practices, and procedures related to solid waste management.

Minimum & Additional Requirements

Two years of college; two years of lead supervisor experience; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities. Possession of a valid Commercial Drivers License (CDL) Class B license issued by state of residence.

Preferred Qualifications

The ideal candidate will also have considerable experience in street maintenance, a minimum of five years of progressively responsible experience in a municipal government or public works department, and a valid Class B license is desired.
