Position: EOAC Executive Director – Community Action Agency

JOB Status: Exempt

Objective: The Executive Director (ED) is responsible for the operations of the Economic Opportunity Advancement Corporation (EOAC) Community Action Agency, including the Community Services division, Head Start, and other related programs. The Executive Director reports to the EOAC Board of Directors and is directly responsible for the efficient management and timely operation of the agency.

The ideal candidate should be a strong, creative and experienced administrator with demonstrated public relations skills who understands and commits to the goals of the EOAC and can professionally articulate and implement those goals. The ED should be able to identify, recruit and attract high level staff who are equally committed to the programs. The ED must be able to effectively work with local, state, and federal officials in a professional manner, while at the same time maintaining the trust and confidence of staff and the target area residents.

The ideal candidate should possess a minimum of a bachelor's degree (master's degree preferred) in business administration with a concentration in management, finance, economics, accounting, information technology or marketing with senior level supervisory administrative experience in Community Action, Public Administration, Governmental, or Private Enterprise. The candidate must have at least 5 years of experience as an Executive Director of a Community Action Agency or a similar senior level position in public and/or private industry, or government service including, but not limited to directing, managing and/or supervising the organization and operation. The candidate must have a strong background in Human Resources with substantial knowledge of State and Federal personnel laws.

I. General Responsibilities:

It is the responsibility of all EOAC employees to support EOAC's mission and goals, to respect anyone that comes to the agency for information or assistance, and to personally maintain and uphold the dignity and integrity of one who is in a position of public trust. Every employee bears the responsibility of improving the organization, communicating openly, and empowering other employees to excel at their work. Every employee is required to maintain confidentiality of the client and agency information as required by Sate and Federal law, appropriate regulations, and professional practice standards. Every employee is required to speak, dress, and conduct themselves in a professional and appropriate manner while carrying out the responsibilities of their job.

The Executive Director must be of impeccable character and have a commitment to ensure the delivery of high-quality services that produce targeted outcomes, lead, and motivate others toward high performance levels, and share a common vision. The ED must possess the ability, skills, experience, and personality to connect with community members to achieve community service development goals and establish strong partnerships. The ED must possess the education, knowledge, experience, wisdom and judgement to provide strong financial management and leadership to ensure long-term sustainability and continued service delivery of the agency.

II. Minimum Qualifications:

Minimum of five (5) years of experience as an Executive Director leading a Community Action Agency or a similar senior level position in public and/or private industry, or government service including, but not limited to directing, managing and/or supervising the organization.

Minimum of five (5) years of successful grant writing experience and fund development including event development.

Knowledge of the laws and rules applicable to Federal and Texas not-for-profit corporations, including tax exempt laws, Community Action Agency operations, regulations and requirements, contract negotiations, and personnel issues

Ability to understand and follow Federal and State accounting practices.

Knowledge of preparing and monitoring budgets and working with multiple funding sources and grant resources.

Knowledge concerning community needs and resources, and an interest and understanding of the needs of the low-income population.

Outcome-driven with ability to respond to changing circumstances and priorities.

Develop a thorough understanding of organizational, community and key stakeholder priorities, needs and barriers, to identify appropriate partners and form alliances that significantly accelerate the development of strategic partnerships and facilitate the distribution and implementation of EOAC programs in the communities being served.

Create an advocacy strategy and build relationships with Federal, State and Local government officials and their staff.

Ability to work without supervision, balance and prioritize multiple tasks, complex information and prepare accurate reports.

Must have good interpersonal skills.

Develop effective and ongoing relationships with media.

Established success in fundraising and non-profit leadership.

Excellent oral and written communication, presentation, and interpersonal skills

Proficient in computer-based information systems.

Strong personnel leadership and management experience.

Fiscal and ethical integrity.

Ability to perform under stress.

Ability to develop, lead and implement community and agency events.

Must be able to organize and implement efficient and informative board meetings with a strong knowledge in parliamentary procedures.

Ability and willingness to work some nights and weekends.

III. Specific Duties and Qualifications:

Serves as the spokesperson for EOAC.

Supports EOAC as a Community Action Agency (CAA) by coordinating, developing, and providing training and technical assistance to members.

Supervise EOAC employees to accomplish the agency mission.

Demonstrate a successful track record building collaborative partnership.

Knowledge about poverty programs and related legislation, and the principle and practices of human services delivery programs.

Experience working with individuals and families with a low-income, physical, or emotional barriers and other economic challenges.

Work with the Board of Directors to develop the 5-year strategic plan and policies and programs supporting the EOAC mission, Community Needs Assessment and EOAC Community Action Plan.

Implement the EOAC board policies.

Knowledge of TDHCA Grant guidelines

Understanding of the Office of Head Start grant requirements and operations.

Proficient in financial management with strong accounting and budgeting skills.

Evaluate Program and Administrative Team members.

Grant writing ability.

Proficient in all basic computer skills including Excel, Word, etc.

Proficient in training individuals and teams.

Collaborate with advisory boards and community partnerships.

Perform duties as assigned by the Board of Directors.

It is recognized that the above standards are statement of desirable qualifications to serve as a guide in the selection of personnel, but in the actual selection of the Executive Director the Board of Directors has the final responsibility with full authority to waive or amend the above minimum standards in making its decisions.
